Park met in regular session in the
Council Chambers at 7:00 p.m.

The absence of Councilman Izell was excused. ABSENCE

Chief of Police Lanza told of the Employee Recognition ANNOUNCE-
Dinner on December 10th and the nominees for Employee of MENT
the Year. The nominees for Employee of the Year were
Bill Floate, Bob Roessler, Mike Taylor, John Yeung and
Arjan Idnani. Mayor Vargas presented special
invitations to each nominee.

Mayor Vargas requested that Reports of Officers, AGENDA
Commissions and Committees, Section II, Item B be tabled ITEM
indefinitely. Council agreed by unanimous consent. TABLED

Mayor Vargas declared Oral Communication open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS
forward. OPEN
Joseph Martinez, representative of Congressman Martinez, MARTINEZ
introduced himself and stated that he would be attending
the Council meetings.
There being no other speakers, Mayor Vargas declared CLOSED
Oral Communication closed.

CONSENT CALENDAR
City Clerk Gair stated that Item No. 10 of the Consent CONSENT
Calendar was removed and that it would be placed on the CALENDAR A
December 15, 1993 Agenda.

It was moved and seconded to approve Consent Calendar B CONSENT
as presented. M/S/C: GALLEGOS/MCNEILL. Councilman CALENDAR B
Martinez abstained due to a possible conflict of APPROVED
interest.

PUBLIC HEARING
Mayor Vargas introduced the Public Hearing pertaining to PUBLIC
Approval of the New 5 Year FY 1994-98) Comprehensive HEARING
Housing Affordability Strategy CHAS) and the FY 1993 INTRODUCED
Annual Performance Report.
Administrative Assistant Mimura requested that Council COMPREHEN
conduct two public hearings for the Comprehensive SIVE
Housing Affordability Strategy CRAS). The first HOUSING
hearing was to approve the FY 1993 10/1/92 thru AFFORDABI
9/30/93) Annual Performance Report and the second LITY
hearing to approve the new five 5) Year Plan FY 199498 STRATEGY
10/1/93 thru 9/30/98). He summarized the goals of the CHAS)
Plan, and the Annual Performance Report as listed in the
staff report. Staff recommended Council approval of the
FY 1993 Annual Peformance Report and the new Five 5)
Year CHAS Plan without changes.

Mayor Vargas declared the Public Hearing open on the PUBLIC
CHAS Plan and invited those wishing to speak on this HEARING
subject to come forward. OPEN
Jeanne Martens, 14847 Sierra Way, stated that she was MARTENS
glad to see the housing needs in this community
addressed.
There being no other speakers, Mayor Vargas declared the CLOSED
Public Hearing closed.
In response to Council, Administrative Assistant Mimura DISCUSSION
stated the level of public participation at the public
hearings was minimal and that the hearings were
advertised through various agencies. He explained that
it may be necessary to do a block rehab in order to meet
one goal.
In response to Council, Director of Community
Development Carbajal, stated that when a property owner
has been ordered to clean up a property, information is
provided to the owner for a residential loan. He told
of other goals for the loan program.
It was moved and seconded to approve the FY 1993 Annual FY 1993
Performance Report and the new Five Year CHAS Plan 5 YR
without changes. N/S/C: GALLEGOS/MCNEILL. There were CHAS
no objections. APPROVED

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Police Captain Kies requested Council approval for the PURCHASE
police department to purchase ninety 90) Heckler and OF HAND-
Koch USP4O's and related leather goods for use by the GUNS
Baldwin Park police officers. The department currently
uses Smith & Wesson's which are experiencing maintenance
problems. The sole provider for the Heckler and Koch is
Southwest Law Enforcement Training Enterprises which is
willing to purchase the departments Smith & Wesson's for
$80 per gun and they will only sell the guns to law
enforcement personnel. The purchase price for the
ninety guns was $55,200. Staff recommended approval.
It was moved and seconded to approve: 1) Waive the PURCHASE
formal bidding process as authorized by Baldwin Park OF
Municipal Code Section 3.08.040, and purchase ninety HECKLER &
90) Heckler and Koch USP4O handguns from Southwest Law KOCH
Enforcement Training Enterprises; and 2) Allow the Smith HANDGUNS
& Wesson 645's to be sold to either police department APPROVED
employees or Southwest Law Enforcement Training
Enterprises, for $80 per gun. N/S/C: MCNEILL/MARTINEZ.
There were no objections.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Mayor Vargas announced the tree lighting ceremony at VARGAS
7:00 p.m. at the Community Center on Tuesday, December
7th.

The regular meeting of the City Council was adjouned at MEETING
7:30 p.m. to a Study Session on December 15th at 6:00 ADJOURNED
p.m. There were no objections 7:30 P.M.
