The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor Vargas declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATION
forward. OPEN
Aileen Pinehero, 13009 Amar Rd., stated that. she had PINEHERO
researched the progress of Baldwin Park in the last
fifteen years. Recently, her husband did the
photography and she created a collage of the pictures
and called it Baldwin Park's Phenominal Progress Last
Fifteen Years." Eugene and Aileen Pinehero presented
the collage to the Mayor.
Maryellen Casanova, 14418 Clark *1, stated that she had CASANOVA
enrolled her eleven year old daughter in the Boys and
Girls Club and told of the problems that she has with
her daughter. She felt that the City lacked programs to
help younger children and their parents, that the Boys
and Girls Club needed to provide better supervision, and
that the police officers need to get acquainted with the
children in the community.
Richard Nichols, Executive Director of the Chamber of NICHOLS
Commerce, 4141 Maine, stated that he serves as a member
of the Private Industries Council and stated that he did
not feel that Baldwin Park was receiving its share of
funds for job training. Most of the training is done by
Mid-valley Consortium located in El Monte, which is an
inconvenience for the citizens of Baldwin Park. The
summer lunch program will have more youth and more money
this year and the City will be compensated for it's
efforts. The Administration has a proposal that would
change the distribution of funds to the Governor rather
than the local agencies. This proposal should be in
bill form in approximately two months and he sought
support to keep the funds with the local agencies.
Bette Lowes, 14122 Chilcot, requested that Council LOWES
remove Item No. 6 of the Consent Calendar and explain
the contracts for the department heads.
Larry Walton, 3802 Big Dalton, stated that federal funds WALTON
are available to help children that are at risk. The
office of Don Shalala can help cities that want to
render aid to children.

Erica Rodriguez, 4212 Harlan, stated that she is a RODRIGUEZ
member of the Boys and Girls Club and 90% of the
children at the Club are at risk children. Free
tutoring and transportation is available to kids through
ROP, and that will help to keep them in school.
There being no other speakers, Mayor Vargas declared CLOSED
Oral Communication closed.

It was moved and seconded to approve Consent Calendar A, CONSENT
Items No. 1-6. MIS/C: NCNEILL/GALLEGOS. There were CALENDAR A
no objections. APPROVED
In response to Councilwoman McNeill, Chief Lanza DISCUSSION
described the Trading Cards" depicting police
personnel, that it would introduce the community to the
police officers and about 60 employees would be
involved.
It was moved and seconded to approve Item No. 7 of the ITEM NO. 7
Consent Calendar. MIS/C: VARGAS/MARTINEZ. There were APPROVED
no objections.

It was moved and seconded to approve Consent Calendar B CONSENT
as presented. M/S/C: GALLEGOS/MUSE. Councilman CALENDAR B
Martinez abstained due to a possible conflict of APPROVED
interest.

REPORTS OF OFFICERS, COMMISSIONERS AND COMMITTEES
Director of Administrative Services Yeats stated that MID-YEAR
Council had before them two reports that relate to the BUDGET
City's Revenue and Expenditures for the first six months REVIEW
of Fiscal Year 1993-94 and the City's Financial
Condition at Fiscal Year ended June 30, 1993 and 1992.
The Mid-Year Budget Review consisted of General Fund
Revenues, Special Revenue Funds and Expenditures. The
analysis showed the original budget gap of $155,079 has
increased to $208,774. The original projection was
based upon the State's proposal to take $401,000 in
Property Tax Revenues. The City's ratio is a +2 due to
the increased level of Capital Projects completed in the
last two years. The ratio indicates that most of the
expenditures are for operational activities. The City's
Unreserved General Funds has grown to $2,345,706 in FY
1992-93. This ratio of +1 indicates that the city has
the ability to fund any temporary revenue shortfalls.
The City has a sufficient amount of liquid" cash
available to fund any short-term obligations and that is
almost a 2 to 1 ratio. Staff recommended that Council
receive and file the FY 1993-94 Mid-Year Budget Review
and the June 30, 1993 Financial Condition Analysis.
In response to Council, Director of Administrative DISCUSSION
Services Yeats explained the $25,000 savings in the
Community Development Budget, the meetings and
conference savings and the encumbered funds for the City
Attorney' s Budget.
Council complimented Director of Administrative Services DISCUSSION
Yeats on the Mid-Year Budget Review and Financial
Condition Analysis and expressed their appreciation that
it was easy to read and understand, and they look
forward to planning a two year budget.
It was moved and seconded to receive and file the 1993- RECEIVE &
94 Mid-Year Budget Review and the June 30, 1993 FILE
Financial Condition Analysis. M/S/C: GALLEGOS/MCNEILL. APPROVED
There were no objections.
Director of Public Works Mousavi stated that the City PRIVATE
has 104 miles of street system of which 102 miles are STREETS
public streets and 2.0 miles are considered private
streets. Private streets do not meet current City
standards. A list of all private streets throughout the
City and a study of the feasibility of improving those
streets has been compiled. The City has never made
attempts to improve private streets. The establishment
of an assessment district to pay for the improvements
has been recommended to the residents that expressed
interest in reconstructing their street. Based on
Staff's findings he presented alternatives for Council
consideration. It warn recommended that Council review
the construction cost estimates, consider the
alternatives, as well as any other combination of
alternatives and develop a city policy regarding private
streets in the city.

Councilwoman Muse explained the residents perceptions of DISCUSSION
private streets, the existing conditions of the streets,
and the advantage to the community of including some of
these streets in the 10 year pavement management plan.
She suggested that staff assess which streets are in
most need of paving and the impact on the pavement
management plan. Before applying for funding, or
establishing an assessment district, the City would need
to get the streets dedicated. She felt that just
sending letters may not be enough to explain the street
dedication, that it may take going door to door or block
meetings.
Council directed Staff to do a combination of DIRECTION
alternative 2 and 4, to market the residents to
ascertain the interest of the community, whether they
want to do an assessment district, and include some or
all of those private streets and Councilwoman Muse's
suggestions in the 10 year plan. Council agreed by
unanimous consent.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
In response to Mayor Vargas, Chief Lanza explained that VARGAS
at the time of the earthquake, the officers on duty
inspected key facilities and found a broken water pipe
and limited power outage and that was all the City
suffered; and the Garvey Strip has no prostitution and
only one drug arrest in the last couple of months, the
police department will continue patroling the area.
In response to Mayor Vargas, Director of Public Works VARGAS
Mousavi stated that the Morgan Park renovation was
proceeding on time with minor field changes; and a
status report pertaining to graffiti calls and response
will be delivered to Council on Tuesday.
Mayor Vargas thanked Mr. and Mrs. Pinehero for their VARGAS
gift of the collage to the city.
Council congratulated Director of Human Services Nunez COUNCIL
on the birth of his son, Brandon Andrew, that weight 10
lbs. 7 oz. and Director of Public Works Mousavi on the
birth of his son, Shawn, that weighed 7lbs.
Mayor pro tem Gallegos requested that staff bring a GALLEGOS
report to Council supporting the school district in
their effort to have Tobacco Free School" by 1995.
Council agreed by unanimous consent. Councilman
Martinez abstained.

The regular meeting of the city Council adjourned to a CLOSED
Closed Session to consider pending litigation, Rose vs SESSION
the city of Baldwin Park, pursuant to Government Code
545956.9(a); and to discuss significant exposure to
litigation, pursuant to Government Code 54956.9(b)(1).
