The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MARTINEZ,
MCNEILL, MUSE, AND MAYOR VARGAS

Mayor Vargas read a Proclamation declaring February 15,1994
as H.O.P.E. Day and presented it to Dr. Robert Hurley.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications Open and invited those
wishing to speak on any subject to come forward.
Reverend Preciado, Family Service Corp., presented awards to
the Mayor for the Human Services and the Public Works
Departments and showed the new MIA/POW flag. He told of the
tons of food and provisions taken to the earthquake victims.
He stated that his organization wants to stay in Baldwin Park, but
needed a larger facility and requested help from the City.
Marcia Arkin, 4347 Stewart, requested Council apply for a grant to
enlarge the senior center and refered to the senior centers in
other cities.
Hillel Arkin, 4347 Stewart, stated that he has worked with
Reverend Preciado and that he needs more physical help as well as
help from the City. He stated that he figures income tax and
appreciates the room and service received from the City.
Isabel Christie, 3955 La Rica, told of an incident that occurred
on her property pertaining to prostitution and drugs and its
increased activity since the park is under construction. She
requested that the City clean up this type of activity on Ramona
and La Rica Avenue.
Dan Mulhall, 3950 La Rica, stated that he lives in back of the 99
Cent Store and that is the place a lot of the drug and
prostitution deals are made. He volunteered his home to the police
for surveillance and offered his help in any way to clear up
the problems in his neighborhood.
Jeanne Martens, 14847 Sierra Way, told of the positive comments
made by other realtorsZ the courtesy of the Code Enforcement
Department, the success of the first time home buyer program and
that people. and business will locate here if the area is safe and
clean.

on doing a good job. She stated that since the City has switched
their work schedule her street was not swept on four different
occasions

It was moved and seconded to approve Consent Calendar B as
presented. MIS/C: GALLEGOS/MUSE. Councilman Martinez
abstained due to a possible conflict of interest.

RZPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Clerk Gair requested Council approval of appointments
to the Housing Commission and the Human Services Commission.
She told of the vacancies, how they were created, unexpired terms
of office and the specific requirements for one of the positions
on the Housing Commission. It was recommended that Council adopt
two resolutions relating to the appointment of 1. two Housing
Commissioners to the unexpired terms; and 2) two appointments
to the Human Services Commission to the unexpired terms.
Mayor Vargas requested that the appointments to the Housing
Commission be readvertised and the filing period extended to
March 2nd. Council agreed by unanimous consent.
It was moved and seconded to appoint Jean Carpenter to the Huinan
Services Commission, Office No. 5. M/S/C: MUSE/GALLEGOS. There
were no objections.

the Human Services Commission, Office No. 4. N/S/C:
VARGAS/MARTINEZ. There were no objections.
It was moved and seconded to adopt Resolution No. 94-10, 1A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
APPOINTING MEMBERS TO THE HUMAN SERVICES COMMISSION OF THE CITY
OF BALDWIN PARK." N/S/C: GALLEGOS/MARTINEZ. There were no
objections.
Director of Human Services Nunez requested approval to enter
into an agreement with DAVE Transportation Services, Inc. for
Dial-A-Ride services. He told the number of newspapers the RFP
was placed in, and that only three had submitted proposals
including the current operator. He explained the breakdown of the
5 year proposal by each bidder. DAVE Transportation has provided
the service for the past four years and recently added a
computerized dispatch system which will improve the
scheduling process and responsiveness to customers. It
was recommended that Council approve the Agreement.
In response to Council, Director of Human Services Nunez stated
that one vehicle was parked and used as backup in the event
that one of the operating vehicles breaks down, the
length of time for a response to the customer, the need for
the vehicles to go outside the City, that the City owns
the vehicles used, and that two mini-vans would help service
the community.
Councilman Martinez stated the response time for Dial-A-Ride in
Huntington Park and questioned transporting customers to shop in
other communities. He stated that he felt that the City could
run the program more profitably.
Mayor Vargas stated that a shuttle or van route needs to be
established to take customers to the Metro-Link Station and that a
needs assessment should to be done on the ridership.
It was moved and seconded to approve the Dial-A-Ride agreement and
authorize the Mayor to execute the document. N/S/C:
GALLEGOS/MCNEILL. There were no objections.
Director of Public Works Mousavi requested that Council approve the
design for improvements to be constructed as a part of the Ramona
Boulevard Rehabilitation Project and authorize staff to solicit
bids for its construction. A brief description of the
asphalt,striping, pavement legends, crosswalks and reflectorized
markers was given as well as the estimated costs. A landscaped
median island between the City limit and the Big Dalton Wash has
been proposed with notification being sent to all affected
residences and businesses. Four Alternatives were presented as
listed in the staff report. It was recommended that Council
approve Alternative No. 4.
It was moved and seconded to approve Alternative No. 4 and
authorize staff to proceed with the final documents and solicit
bids for the construction of CIP 293, Ramona Boulevard
Rehabilitation Project. N/S/C: GALLEGOS/MUSE. There were no
objections.

COUNCIL/STAFF REOUESTS AND COMZZICATIONS
Councilman Martinez complimented Director of Community Development
Carbajal and his staff for the good job on the First Time
Homebuyers promotion. He requested a report pertaining to a joint
participation program with Southern California Edison, Southern
Counties Gas and CDBG funds to help pay utility bills for the low
income. Council agreed by unanimous consent.

the positive program and how it aids young people to Just Say No."
Mayor Vargas complimented the Director of Community Development
Carbajal and his staff on the First Time Home Buyer Program and the
Chief of Police Lanza on the DARE Program. He also stated that
the graffiti staff needs to develop ways to eliminate the grafiti
within a 24 hour time limit.

The regular meeting of the City Council adjourned to a Closed
Session to consider pending litigation, Rose vs City of Baldwin
Park, pursuant to Government Code 54956.9(a); and a personnel
matter, pursuant to Government Code 54957.
