HomeMy WebLinkAbout1994 02 16 CC MIN1994 02 16 CC MINòw @˜zCC MIN FEB 16 1994à›[H©8 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, FEBRUARY 16, 1994 The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MARTINEZ, MCNEILL, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Dir. of Community Development Carbajal, Dir. of Human Services Nunez, Dir. of Public Works Mousavi, City Treasurer Montenegro, Deputy City Clerk Branek, and City Clerk Gair 00- ORAL COMMUNICATIONS Mayor Vargas declared ORAL COMMUNICATIONS OPEN and invited those wishing to speak on any subject to come forward. PRISCILLA POPICK, 3946 Sandstone, commented on the Mayor's letter in the Tribune, that Leo King was not voted out of office, and questioned the reason for the Mayor calling candidates. LARRY WALTON, 3802 Big Dalton, commented on Council's opinions, the need to allow the City Attorney to answer concerning a possible Conflict of Interest and the use of Roberts Rules of Order during a Council meeting. VERONICA GARCIA, 3744 Mayland, thanked Council for the opportunity to serve on the Youth Advisory Committee and told of some of the activities. EVELIA SANCHEZ, thanked Director of Human Service Nunez for the support and leadership he has shown the Youth Advisory Committee. Waive Further Reading and Adopt RESOLUTION NO. 94-13 ESTABLISHING VOTING PRECINCTS & POLLING PLACES APPOINTING PRECINCT BOARD MEMBERS & FIXING COMPENSATION FOR GENERAL MUNICIPAL ELECTION Councilmember McNeill requested ITEM NO. 7 be removed for separate consideration. It was moved and seconded to APPROVE CONSENT CALENDAR A Items No. 1-6 and 8-9. MIS/C: MCNEILL/GALLEGOS. There were no objections. In response to Councilmember McNeill, Chief Lanza stated that the female prisoners are taken to Sybil Brand or to the County jail, if the Covina jail is full or the female prisoner is injured or sick. Next year the wording in the agreement will state that the Covina jail will take female prisoners. The reason Baldwin Park does not operate our jail is the liability and expense of personnel to man the facility. It was moved and seconded to APPROVE CONSENT CALENDAR A, ITEM NO. 7. M/S/C: MCNEILL/GALLEGOS. There were no objections. City Clerk Gair presented CONSENT CALENDAR B: 1. Waive Further Reading and Adopt RESOLUTION NO. 94-12 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK SOUTHERN CALIFORNIA EDISON) It was moved and seconded to APPROVE CONSENT CALENDAR B as presented. M/S/C: GALLEGOS/MUSE. Councilman Martinez abstained due to a possible conflict of interest. 00- PUBLIC HEARING Mayor Vargas stated that the APPEAL TO THE COUNCIL RELATING TO THE DIRECTOR'S CITY PLANNER) DECISION PERTAINING TO DENIAL FOR AN OVERHEAD UTILITY EXEMPTION APPELLANT: SPEIGHT ENGINEERING COMPANY, INC.; LOCATION: 4858-60 FORTIN AVENUE) had been withdrawn because the matter had been settled. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Director of Administrative Services Yeats requested Council adoption of a resolution APPOINTING a Councilmember as REPRESENTATIVE to the INDEPENDENT CITIES LEASE FINANCING AUTHORITY in place of former Councilman Izell. The Authority is authorized to issue lease revenue bonds for the purpose of financing equipment and capital improvements. Mayor pro tern Gallegos requested that Director of Administrative Services Yeats attend the Financing Authority and the Risk Management Authority meetings when something that affects the City is listed and keep Council informed. It was moved and seconded to hold over the APPOINTMENT TO THE INDEPENDENT CITIES LEASE FINANCING AUTHORITY and the APPOINTMENT TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY until after the election. MIS/C: VARGAS/MUSE. There were no objections. Director of Community Development Carbajal requested Council to consider approving a Joint Powers Agreement for the formation of the SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS. Should the Council vote to approve the Joint Powers Agreement, it must appoint two members of the Council to serve on the Governing Board of the SGVCOG, one as Governing Board Member and the other as Alternate Governing Board Member. He explained the motivation to form the SGVCOG, that they will address issues that affect the entire Valley, that there are 31 cities eligible to join the SGVCOG and the SGVCOG will begin to operate on March 1, 1994. It was recommended that Council approve the Joint Powers Agreement and designate the Member and Alternate Member to serve on the SGVCOG Governing Board. It was moved and seconded to APPROVE PARTICIPATION in the SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT, a Joint Powers Authority, execute the agreement and designating Mayor Vargas as the Member and Mayor pro tern Gallegos as Alternate Member, and ADOPT RESOLUTION NO. 94-14, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, DESIGNATING A GOVERNING BOARD MEMBER AND ALTERNATE FOR THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS." MIS/C: GALLEGOS/MARTINEZ. There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Councilmember Muse requested that the Public Works Director or Community Development Director look into the Adopt a Wall" program. In response to Councilman Martinez and Mayor Vargas, Chief Lanza explained the helicopter patrol and the crime statistics in the City. In response to Councilmember Muse, Captain Kies explained the Citizens Academy, the recruitment of citizens, and the projected date that the classes will start.
