The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MUSE,
MARTINEZ, MCNEILL AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir, of Admin. Services Yeats,
Police Chief Lanza,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair
Mayor Vargas declared the study Session in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those
wishing to speak on any subject to come forward at this time. There
were none.
Mayor Vargas declared Oral Communications closed.

Topics were:
City Attorney Bower stated that an ordinance would need to be
passed regarding AB 1290, the reform measure for California
redevelopment law. In response to Council he stated that the
report he handed out tonight relating conflict of interest for
Councilwoman Muse as requested by a citizen) required about 3 1/2
hours of his time in preparation of the document.
Director of Administrative Services Yeats stated that dates needed
to be explored for some budget study meetings between the City
Council and the Executive Team. He suggested that times be set
aside for these meetings beginning the first week in April.
Director of Community Development Carbajal explained what he would
like to see done regarding the Community Image Building and
Marketing Program. He is hopeful of having community and student
input on this project and he is open to any suggestions.
Director Carbajal explained the preparations that are being made
for the Request for Proposals to Update the Housing Element and
Inclusionary Housing Plan AB 315). A Home Grant was lost because
of the deficiencies and an update must be made by 1996. He
emphasized the urgency of getting this housing element completed.
Council expressed their concern about the grant that was lost and
their hope that this does not happen again. They agreed that this
must be moved forward on.
Director of Human Services Nunez spoke regarding the reduction of
library services and the possibility of an assessment district for
libraries. The voters would have to approve the assessment.

Council voiced their concern about taxpayer dollars ending up with
the County and not with the library for services as the assessment
district is intended.
Director of Public Works Mousavi explained the Capital Improvement
Program. He will distribute a guideline listing of the projects to
the Council for review and for their comments.
Chief of Police Lanza commented on the Combat Auto Theft CATO
stickers for cars and the information that will be coming to the
community in April or May. He also commented on the National
Council of Mayors for a Drunk Driving Award and that the City is
a candidate for a grant application.
Mayor Vargas adjourned the study session at 7ZOO p.m.
