PACIFIC AVENUE, WEDNESDAY, MARCH 16, 1994 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 at 6:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS MCNEILL MUSE MARTINEZ AND MAYOR VARGAS ALSO PRESENT': City Attorney Bower, Dir. of Admin. Serv. Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal, Dir. of Human Services Nunez and City Clerk Gair Mayor Vargas declared the study session in session at 6:00 p.m. 00- Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward at this time. There were none. Mayor Vargas declared Oral Communications closed. 00- Topics were: City Attorney Bower spoke regarding possible amicus briefs that relate to the police's duty in guarding the safety of the people they stop, such as the homeless. The cases referenced were: Dutton vs Pacifica; Toby vs Santa Ana; and Hartman vs Petaluma. Director of Administrative Services Yeats explained the schedule for the Request for Proposals for Auditing Services. Director of Community Development Carbajal stated that bids were going to be solicited for Acquisition Appraisal Services relating to the Triangle Project. Chief of Police Lanza and Officer Maughn explained a proposed Airborne Law Enforcement A.B.L.E.) Program Helicopter Patrol) that will be before the City Council in April. They outlined the benefits of this program, the type of helicopter being considered, and the cost that is presently being negotiated. Director of Public Works Mousavi gave an update on the condition of Central Park West. He explained the problems associated with the upkeep of this park, the possibility of selling the property and using the revenue to build a new park, and the need to decide whether to improve or sell. He also recommended pursuing a Master Plan regarding the City's parks. Demolition of the Old Auditorium was also discussed by the Public Works Director. He stated that the Executive Team had compared having a structural analysis or a demolition of the building.
