PACIFIC AVENUE, WEDNESDAY, MAY 4, 1994 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 at 6:00 p.m. ROLL CALL. PRESENT: COUNCILMEMBERS LOWES, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir, of Admin. Services Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal, Dir. of Human Services Nunez and City Clerk Gair Mayor Vargas declared the study session in session at 6:00 p.m. 00- City Attorney Bower explained that there was a need to place a Subsequent Need Item on the study session relating to Tax Allocation Bonds and Lease Revenue Refunding Bonds. Information regarding this issue had arisen subsequent to the posting of the agenda. Council agreed by unanimous consent to place this item on the agenda. 00- Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward at this time. There were none. Mayor pro tern Martinez declared Oral Communications closed. 00- Topics were: Director of Community Development Carbajal alerted the Council to three 3) items that are scheduled for the next City Council meeting pertaining to the Mortgage Credit Certificate Program, the Community Development Block Grant, and the Exclusive Negotiating Agreement with Messina Development. He stated that he was open to any questions from Council. Chief of Police Lanza explained the new vendor's ordinance that is to be brought before the Council that will allow motorized vending trucks to operate in the City again due to a court ruling. He outlined the restrictions that would be placed on the motorized vending trucks and also the licensing and requirements through business licensing. Councilmembers expressed their concerns about the return of motorized vending and requested that the regulations and fees be strict to insure that qualified and quality motorized vendors are approved. Concerns were discussed regarding Irwindale's use of the street area, getting Irwindale to help and one-half the cost being Irwindale's. Due to the condition of the street Council agreed that this project should move forward. Director of Administrative Services Yeats presented the Subsequent Need Item and explained the defeasing relating to the Tax Allocation Bonds and 1994 Lease Revenue Refunding Bonds. He explained the prior binds, the conversion to variable rate, and the redemption provision.
