The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES,
MUSE AND MAYOR PRO TEM MARTINEZ
ALSO PRESENT: City Attorney Bower
Dir. of Admin. Serv. Yeats,
Police Chief Lanza,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair.
Mayor pro tern Martinez declared the study session in session at
Z:00 p.m.
No audience was present for Oral Communications.
Topics were:
Director of Administrative Services Yeats explained that there was
no news regarding the state budget at this time. The city budget
is still out of balance and cuts are being made.
Director of Community Development Carbajal explained the request
from Mr. Billiards to extend their operation to 24 hours that
would be before the Council at the next council meeting.
The Home Grant Program was outlined for Council and the need for
the Housing Element to be in compliance. An application for Home
Grant Funding will provide two million dollars. The due date of
the application is July 12, 1994. Cotton & Beland was recommended
as the consulting firm for the Housing Element study. Mr. Carbajal
asked for Council direction to proceed.
In response to Council questions Mr. Carbajal explained that the
study would cost between $ 5,000 and $12,000. Also, that Cotton &
Beland were not at fault for the Housing element that it was a
standoff between the City and the State that was the problem. The
General Plan does not need updating at this time.
Director of Human Services Nunez explained the research that was
being done to try to start a Farmer's Market in the City on
Thursday once a month. Staff will be contacting the Fire
Department regarding close Maine Avenue for this.
Director of Public Works Mousavi presented materials relating to
the Reorganization of the Public Works Department. Councilmembers
requested that this item be on the next study session agenda so
that there is time for review of the materials distributed
Mayor pro tern Martinez adjourned the study session at 6 55 p.m.
