The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6.00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOWES,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir. of Admin. Serv. Yeats,
Police Chief Lanza,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair
The absence of Councilman Gallegos was excused.

Mayor Vargas declared the study session in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those
wishing to speak on any subject to come forward at this time. There
were none.
Mayor Vargas declared Oral Communications closed.

Topics were:
Director of Public Works Mousavi explained the Reorganization Plan
for Public Works and distributed the pamphlet from Shannon. There
will be no savings the first year and actually a $10,000 cost.
Council expressed concern about the morale related to these changes
and also their desire for improved services through the
reorganization. They directed staff to move forward with the plan.
Director of Economic Development Carbajal outlined the process that
will be used to develop the Housing Element. Home Grants have
been applied for, Cotton & Beland will do the study, and a joint
study session is needed with Council and Planning Commission.
City Planner Onaga the density sites as diagrammed on a city map.
No action was taken.

Director of Administrative Services Yeats explained that the Two-
Year Budget is on the agenda tonight and distributed the finished
budget book. Council requested that the travel budget for the City
COUNCILMEMBERS be equally divided between the Council and amended
by budget amendments if necessary.
