The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir, of Admin. Services Yeats,
Police Chief Lanza,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair
Mayor Vargas declared the study session in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those
wishing to speak on any subject to come forward at this time. There
were none.
Mayor Vargas declared Oral Communications closed.

Topics were:
Director of Human Services Nunez and Mr. Hopkins of CHCG
Architecture presented the Senior Citizens Center Needs Assessment
report. Council suggested that funding recommendations be
identified, that the implementation should be begun as soon as
possible, and that a new facility should be considered.
Chief of Police Lanza explained the Operation 2000 School Program
that concerns the OCJP Grant that funds officers in the classrooms
for forty hours per week. He stated that officers need to
volunteer for this program and none has to date. Contact has been
made with OCJP and the school district regarding the problems and
hopefully the situation will soon be resolved.
Director of Public Works Mousavi explained the plan for a part-time
worker at the Morgan Park on the weekends for 20 hours for cleanup
and using a staff person for Sunday work. He requested Council
direction for this effort.

Council expressed their concern with the approach that is being
taken in use of personnel for cleanup, the need to keep Barnes Park
cleaner also, and that Council prefers a better use of staff and
not to use part-time or over-time for this effort.
Mayor Vargas adjourned the study session at 7:00 p.rn.
