PACIFIC AVENUE, WEDNESDAY, JULY 20, 1994 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 at 6:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Admin. Serv. Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal Dir. of Human Services Nunez and City Clerk Gair Mayor Vargas declared the study session in session at 6:00 p.m. 00- Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward at this time. There were none. Mayor Vargas declared Oral Communications closed. 00- Topics were: Director of Administrative Services Yeats stated that the Chamber of Commerce Agreement had been discussed at a meeting and a tentative agreement had been met regarding the City's proposal of $89,500 of the AB 1693 Funds for the Chamber in FY 1994-95. This item will be heard by the Council in August. Mr. Yeats also mentioned the successful opening of the new business Senor Felix which will create 130 jobs. Also requested was a Subsequent Need Item in the 7:00 p.m meeting to consider an early payment of the July payment to the Chamber of Commerce, because they are without funds. He recommended that the City not do anything to force bankruptcy because receivership can cause tenants to break leases and then there is no incentive for Westar to lease out. He explained some of the options the City has and stated that a recommendation will be made to the Council in the near future. Mr. Carbajal gave a brief overview of the Waste Management fee increase that is on the agenda at the 7:00 p.m. meeting. Chief of Police Lanza explained that the first draft review of the Police Department by Shannon and Associates has been received. Fourteen recommendations have been made of which some do not make sense, some are not understandable, some would cause undo concern, and some are workable. The final draft will be available in about three weeks. Chief Lanza will meet with Councilwoman Lowes to review the first draft of the report, at the request of Councilwoman Lowes Mayor Vargas adjourned the study session at 6 56 p m LINDA L.
