The City Council of the City of Baldwin Park
met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir, of Admin. Services Yeats,
Police Chief Lanza,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair
Mayor Vargas declared the study session in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those wishing to speak on any
subject to come forward at this time. There were none.
Mayor Vargas declared Oral Communications closed.

Topics were:
City Clerk Gair explained the Statewide Primary Election date change form June to March in
1996. This change will place the Statewide election just two weeks prior to the General
Municipal Election in 1996. The confusion that could arise with elections two weeks apart was
presented and the concerns regarding the inability of the Los Angeles County Registrar-Recorder
to provide services was outlined.
This item will he brought before Council at a later date, when more data is available regarding

county services and other cities choices of election dates.
Director of Public Works Mousavi outlined the American Disabilities Act ADA) as it applies
to the City. He explained the possible costs and the implementation dates required. This item
will continue to be coining before the Council.
