HomeMy WebLinkAbout1994 09 07 CC MIN1994 09 07 CC MINòw @˜zkCC MIN SEP 7 1994[Þ›[H8 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL 14403 EAST PACIFIC AVENUE, WEDNESDAY, SEPTEMBER 7, 1994 The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES, MARTINEZ, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Chief of Police Lanza, Dir. of Administrative Services Yeats, Dir. of Community Development Carbajal, Dir. of Human Services Nunez, Dir. of Public Works Mousavi, City Treasurer Montenegro, Deputy City Clerk Branek, and City Clerk Gair 00- 7 Mayor Vargas requested the proclamation for United Nations Days" be removed from the agenda and brought back at a later date. Chief of Police Lanza introduced Officer Leonard Maughan and Officer Pat Jaspar and told of their duties in the helicopter program. Officer Maughan and Officer Jaspar presented Council with a picture of the helicopter. Director of Public Works Mousavi introduced Lloyd Garcia and told of his background and his service to the City. Mayor Vargas presented Lloyd Garcia with a Twenty-Five Year Employee Service Pin. Director of Administrative Services Yeats introduced Benjamin Ceja and told of the work accomplished in the City Clerk's Office and the Administrative Services Department and that he is a Harvard Student participating in the College Work Study Program. Mayor Vargas presented Benjamin Ceja with an Award of Merit. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. She also reported a business on Ramona that has a banner tied to a City tree. Leo Chavez, 4135 Walnut, resident for 16 years, stated that in Los Angeles some of the homes have their home addresses painted on the roof to help the police helicopter. He also supports the City's helicopter program, the helicopter's presence makes him feel safe, and that he can live with the noise. Robert Ponce, 14501 Clark, resident for 25 years, stated that he feels safer with the helicopter patroling the City and he recommended keeping the program. L.J. Lucas, 4442 Bresee, stated that nothing has been done with the abandonded gas station on Bresee and Los Angeles Street and that the City has another gas station that has been abandonded on Arrow Highway. He stated that last week-end there were a number of yard sales on his street as well as vendors. He also stated that there needs to be a crossing guard at Jones Jr. High. Allen Cohen, 4562 Bresee, 14 year business owner, stated that he supports the helicopter program, that the gang members do not hang around his business when the helicopter is flying. Jeanne Martens, 14847 Sierra Way, 20 year resident, stated that she supports the helicopter program, that the noise from the helicopter is better than gunfire. She invited everyone to the Chamber of Commerce's Good Morning Baldwin Park" breakfast at Victor's Villa and told of the grand openings of businesses in the City. Ray Castellano, stated that a month ago there was a loud party on Lubican Street. REPORTS OF OFFICERS COMMISSIONS AND COMMITTEES City Clerk Gair stated the resignation of Nathan Esparza created an unscheduled vacancy on the Human Services Commission. A list of applicants and their qualifications was submitted to Council including an application that was received on September 7th from Joseph Armendariz. It was recommended that Council nominate the person of their choice and adopt the resolution. It was moved and seconded to appoint Erica Rodriguez as Human Services Commissioner and adopt Resolution No. 94-98, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPOINTING MEMBERS TO THE HUMAN SERVICES COMMISSION." M/S/C: MUSE(MARTINEZ. There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Mayor Vargas requested that 1) Nominate Councilwoman Margaret Clark Board of Directors San Gabriel Valley Basin Water Quality Authority; and 2) Housing Resolution 2340 HR 2340) Approving Support for the Environmental Remediation Tax Credit Act be placed on the September 21st Council meeting. Councilmember Gallegos requested Staff prepare and bring back to the next Council meeting 1) a letter supporting SB 1448 relating to the Library Services Assessment; 2) a resolution opposing Proposition 187 relating to the S.O.S. Save Our State Initiative; and 3) a resolution opposing Proposition 186 relating to the Single Payer Health Plan Initiative. Council agreed by unanimous consent. Mayor Vargas requested staff prepare a staff report relating to the lights going off at 10:00 p.m. at Morgan Park. In response to Mayor Vargas, Councilmember Gallegos stated that in the original plan of the Morgan Park Expansion, the lights were to go off at 10:00 p.m. as a cost saving factor. He stated that 1) if there were lights at Walnut Creek Nature Park, it would help prevent vandalism and graffiti; and 2) the trimming of the trees on Maine helps visability. Mayor Vargas requested that Chief Lanza and his staff contact Robert Alaniz with Supervisor Molina's office relating to a new curfew program. Director of Public Works Mousavi introduced a new staff member, Administrative Assistant Judy Fukishima. Mayor pro tem Martinez requested that all new employees be introduced at a City Council meeting and that all the recently hired employees be at the next Council meeting. 00- The regular meeting of the City Council recessed at 8:10 p.m. The regular meeting of the City Council reconvened at 8:11 p.m. Roll call remained the same. CLOSED SESSION The regular meeting of the City Council adjourned to a Closed Session to consider Conference With Labor Negotiator, Employee Organizations: SEIU Local 347, pursuant to Government Code 54957.6. 00- The regular meeting of the City Council adjourned at 8:45 p.m. to an adjourned regular meeting for the purpose of Team Building on September 17, 1994 at 7:00 am.
