The City Council of the City of Baldwin Park met in an adjourned regular meeting for Team Building at 7:00 in room 307 of City Hall Mayor Vargas called the meeting to order at 7:15 a.m. ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, MARTINEZ AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Admin. Services Yeats, Police CIlief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal, Dir. of Human Services Nunez and City Clerk Gair The absence of Councilman Gallegos was excused. ORAL COMMUNICATIONS No one was present in the audience for Oral Communications. Team Building topics were: Director of Administrative Services gave an overview of the Year End Preliminary Financial Report. Council discussed the surplus, reserves, payroll system, the continuation of the 1/2 cent sale tax, the $220,000 in interest earned in investments, and the PERS savings. The City is operating in the black, the reserves is twice as much as last year, and when the PERS savings is exhausted the cost for the funding is built into the budget and is fully funded. Councilmember Muse was present at 7:20 a.m. Mayor Vargas stated that Council Vision/Priorities is the number one reason for today's team building. He requested that the past goals and priorities be reviewed to make Council and the Executive Team aware of today's achievements. He encouraged everyone to not get complacent and to keep rnaking a push to achieve. The meeting recessed at 7:45 a.m to photocopy previous priority setting notes. The meeting reconvened at 7:50 a.rn. Priority Number One was PUBLIC SAFETY. Chief of Police Lanza reported on: COMMUNITY ORIENTED POLICING Bike Patrols..Goal has been met...program has been expanded by two bikes. Foot Patrols..Sub station in Morgan Park. Explorers in foot patrol program. Neighborhood Watch.. Difficulty in tracking all participants. Citizens Academy.. Meetings were begun. Reserve Officer Program...Six more months, goal will be achieved increasing from 7 to 14 officers. Ride-Along Program.....Active program Mobile MDT's.....Unisys.. CAD dispatch system and records rannagement system. CAD System...Cabling is presently being installed. new system will be reviewed by the Executive Team on September 22. Community Services Officers...Three approved in the budget.. recruitment done. rnonth or two officers will be ready. Council requests and/or direction for Public Safety items: 1. Executive Team to work out fmding flinds or flind raising for Explorer's for uniforms. 2. Expand Explorer patrol to include shopping centers. 3. Need Database" system for Neighborhood Watch program, for Citizen Academy membership and Ride-Along program. 4. Create an awards program and/or picnic to honor Neighborhood Watch. 5. Have Explorers attend October City Council meeting. 6 Prepare a report on the Neighborhood watch program for City Council. 7. Request a database also be setup for Citizen's Complaint Tracking and the Volunteer Program.. Baldwin Park Triangle Project...Preliminary plans for DDA completed.. distributed site plan... outlined potential tenants. time frame of 10 months to purchase, 10 months to construct. City Image/Marketing Program......October 6th scheduled for interview of consultants. B.P. 2000/Outreach....Pa*rt of the marketing program. Downtown Master Plan.....Looking at theater.. drawings available for Council review. Citywide Vision Plan"...Par*t of Image Program. Council requests and/or direction for Economic Development: 1. Have Jeri schedule calls for Mayor Vargas regarding contacts on HUD funding for home loans. 2. Investigate a down payment grant program for high school graduate residents who earn a college degree to encourage locating here. 3. Kick Off the City Image and the B.P. 2000 simultaneously. Executive Team and City Council provide a list of possible committee members. Mayor will choose members with majority consent of the Council. Since this was the mayor's idea he requested to chair the committee. Interviewing of committee candidates suggested. Community Improvement Graffiti Removal...24 hour turn around... $24,000 savings.. Person down to two. Landscape/Lighting...Saved money using city staff instead of contractors. Street Sweeping....coordinated the street sweeping with tree trimming to not interfere with sweeping. Tree Maintenance/Planting Program..Remove a tree, plant two trees Code Enforcement.....Grant program. hiring two new CEO's.. weekend enforcement successful. Court Referral Program....Using Saturday and Sunday. Council requests and/or direction for Beautification issues: 1. Have court referrals referred by the courts and not an agency. Priority Number five was INFRASTRUCTURE Director of Public Works Mousavi reported on: Pavement Management Program......Developed a 10 year program. Storm Drain Improvement Projects..Vineland Avenue completed...Upcoming is Francisquito and Olive. Sidewalk Program.....On-going program... Safe route to school updated... Sidewalk hazard identification program being implemented Zro-active approach). City Facillty Maintenance...Difficulties with program is an on-going problem. Fleet Maintenance....Cost of system being evaluated.. considering combining with BPUSD... consideration given to private agencies cost also. Human Services DialA-Ride Little Leagues and the School District Maintenance of the parks Director of Economic Development explained the booklet describing the Economic Development Division and the use of AB 1693 Funds for this one-stop permit processing for new businesses Use of the funds does not include salaries. Personnel is already funded in the budget for salaries. Council expressed some of their concerns regarding doing the work that the Chamber of Commerce should be doing. Council stated that there was no budget impact therefore to go ahead with the division and monitor. City Clerk Gair distributed the resolution Councilman Martinez had requested formally opposing the Card Club in Irwindale and requesting the voters to defeat the measure. The City Attorney will research the feasibility of requesting an EIR regarding the site. Council agreed to the resolution for the October 5th City Council meeting. Director of Human Services presented the budget as submitted by the East Valley Boys and Girls Club in regard to the services they oversee and the City funds. He explained the contract that did not clearly define the expectation of the services and costs for the club. He suggested that the City could contract for the amount plus 15% Adininistrative costs. Council discussed at length the need for the services to be improved, the large portion of funding spent on salaries, the need to improve the programs and the supervision, their desire to see kids from the community not pay for memberships since the club is subsidized with taxpayers dollars. They felt that the $175,000 subsidy by the City could be used more efficiently. Possible loss of the present equipment was discussed and the need to plan for a transparent change over if the City is to oversee the Club. The need for creative and efficiently run programs was of primary concern to the Council. Council instructed Staff to come back to them with a time frame regarding this change over. Day Care was considered to be a separate issue and not part of the contract discussed. Council stated that the Continuation of the Shannon Organizational Study, the Executive Management Evaluation and Performance Pay Program, the Long Range Planning Sierra Vista Project area, and the ADA Funding Strategy will be placed on two separate study session agendas. In regard to the Trailer Park Abatement issue, Council asked staff to consider rescinding the abatement order, and enforce compliance in the nuisance cases. After discussion Council recommended a date of December 31, 1999 should be considered.. The adjourned regular meeting of the City Council was adjourned at 1:20 p.m. There were no objections.
