WEDNESDAY, SEPTEMBER 21, 1994, AT 7:00 P.M.
The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, LOWES,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir, of Admin. Services Yeats,
Police Chief Lanza,
Acting Dir. of Public Works Idnani,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez and
City Clerk Gair
Mayor Vargas declared the study session in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those
wishing to speak on any subject to come forward at this time. There
were none.
Mayor Vargas declared Oral Communications closed.

Topics were:
City Clerk Gair gave a brief report on the public's response to the
new four yard sales a year law. Overall public reaction has been
positive and less than ten complaints were received after extensive
advertising of the new policy was done.
Director of Administrative Services Yeats stated that the
Purchasing Ordinance would be presented at a later date.
Director of Administrative Services Yeats gave an update on the
Shopping Cart Issue of abandoned shopping carts. He presented the
Grocery Cart Removal Action Plan of the grocery retailers and that
Baldwin Park will participate when this plan is initiated.
Meeting was adjourned at 6:18 p.m.
