Mayor Vargas presented Mary Saiz with an Award of Merit." Mayor Vargas introduced the Baldwin Park Bravette Drill Team and told of their competitions in Japan, the third place award for Military and a fourth place for Dance. He presented the Bravette Drill Team with an Award of Merit." Mayor Vargas read a proclamation declaring September 30th through October 2,1994 as White Cane Days" and presented it to Chief Lanza. Director of Human Services Nunez introduced newly appointed Human Services Erica Rodriguez and told of her background. City Clerk Gair administered the Oath of Office to Commissioner Rodriguez. Director of Administrative Services Yeats introduced the new employee in the Finance Department, Finance Clerk Cris Hernandez and told of her background and education. Robert Wong, 5730 N. Willard, #31, San Gabriel, told ot the services rendered by AARP, the number of members enrolled in MRP, and that MRP is fighting for the rights of the senior citizen in Congress. He sought the support of the City Council to work together with the senior citizens to accomplish their goals. Hillel Arkin, 4347 Stewart, stated that he is the current president of the AARP Chapter in Baldwin Park, and that he appreciated the use of the Community Center facility. He told of the various services offered by the AARP office and that volunteers are ready to help the youth grow to be better citizens. Marcia Arkin, 4347 Stewart, stated that she is the treasurer of AARP and thanked Director of Human Services Nunez for supplying a place to service the senior citizens of Baldwin Park. Jose Gonzalez, 4646 Cutler, told that he is a single parent with a disabled daughter and he operates a lunch truck for a living. He stated the hardship created by the loss of his truck, family problems and the purchase of another lunch truck. He requested that the City allow him to park his truck at his home. Raul Salinas, 2123 Rowland Place, Covina, stated that he represented Miller Brewery in a law suit against the San Gabriel Valley Water Reclamation Plant located at the 605 and 60 Freeways. He told of the contamination in the San Jose Creek, of treated water, and the effect that dumping will have on the drinking water in the City. He urged Council to consider passing a resolution opposing the project and stated that the City of Rosemead had already issued a resolution of opposition. Sandi Lucas, 4442 Bresee, stated that the State is in a drought and it needs to be thinking about reclamation, conserving and the destination of water. She also said that soon the only ones that will have water are the ones that can afford it. L.J. Lucas, 4442 Bresee, requested that Council use wisdom when dealing with people. He stated that the gas station on Los Angeles Street had been cleaned up, but the debris was left in a pile. J.R. Acosta, 14808 Stockdale, stated that he lives with his girlfriend Yolanda Perlado and that he feels that the City is unfair in its code enforcement, tickets are issued when a car is left on the lawn after washing it, and trailers need to be placed behind a fence. Robert Ochoa-Schutz, 336 Park Shadows Court, reported the fund raiser dance for AIDS for San Gabriel Valley was $3,000 and stated his appreciation for the support from the various businesses and dignitaries for AIDS events. Mayor pro tem Martinez abstained due to a possible conflict of interest. 00- PUBLIC HEARING Mayor Vargas introduced the Public Hearing pertaining to the Approval of Grantee Performance Report GPR) 19th Year Community Development Block Grant CDBG) Program Director of Community Development Carbajal stated that the City receives an annual grant from the U.S. Department of Housing and Urban Development HUD) to carry out activities benefiting the low and moderate income persons and eliminate blighted conditions in the City. The City is required to prepare an annual GPR to HUD. Notice of the Public Hearing and the availability of the GPR was published and posted in various locations. It was recommended that following the Public Hearing, Council approve the GPR. Mayor Vargas declared the Public Hearing open and invited those wishing to speak on the Grantee Performance Report to come forward. There were none. In response to Councilmember Lowes, Director of Administrative Services Yeats explained the Unreconciled Difference and stated there was no problem with the $465,534. It was moved and seconded to approve the GPR and instruct staff to incorporate any and all public comments into the final adopted GPR. MIS/C: GALLEGOS/MUSE. AND COMMITTEES Administrative Assistant Roessler requested Council opposition of Proposition 186, the single payer health care ballot measure. The initiative could allow the state to takeover one seventh of California's economy, our private and public health care system that would be administered by a newly elected State Health Commissioner. It would be paid for by an income tax surcharge and a payroll tax on public and private employers. The measure would abolish most private health care insurance. Staff recommended that Council oppose Proposition 186. It was moved and seconded to adopt Resolution No. 94-103, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK OPPOSING PROPOSITION 186." MIS/C: MARTINEZ/MUSE. There were no objections. Administrative Assistant Roessler requested Council opposition of Proposition 187, the S.O.S." Save Our State Initiative. The sponsors of Proposition 187 claim it would curb the flow of illegal immigrants into the State and save taxpayers money. Proposition 187 has several provisions that directly conflict with federal laws and passage could cause California to lose federal funding to the schools, medical care for seniors? AIDS research and other vital services. Staff recommended that Council oppose Proposition 187. It was moved and seconded to adopt Resolution No. 94-104, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK OPPOSING PROPOSITION 187 THE S.O.S.' SAVE OUR STATE INITIATIVE MIS/C: MARTINEZ/GALLEGOS. There were no objections. Administrative Assistant Roessler requested Council support SB 1448 relating to the Library Services Assessment. The County Library services has had severe service reductions over the last two years. Senate Bill 1448, sponsored by the California Library Association, establishes authority for local agencies which operate public libraries to use a benefit assessment financing for library services with the approval of a majority vote of the people. Staff recommended that Council support SB 1448. Councilmember Lowes stated that she opposed the 50+1 majority vote and that the voters fought hard to stop taxes in the State. Mayor Vargas explained that sending the letter of support to the Governor only authorizes the item to be placed on a ballot. Director of Administrative Services Yeats stated that staff was directed to prepare for discussion a resolution approving the nomination of Councilwoman Margaret Clark of Rosemead to the Board of Directors for the San Gabriel Valley Basin Water Quality Authority. Staff recommended that Council adopt the resolution approving the nomination of Councilwoman Margaret Clark. It was moved and seconded to adopt Resolution No.105, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK NOMINATING COUNCILWOMAN MARGARET CLARK FOR RE-ELECTION TO THE SEAT ON THE BOARD OF DIRECTORS OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY."' MIS/C: LOWES/MUSE. There were no objections. Director of Administrative Services Yeats requested support of H.R. 2340, The Environmental Remediation Tax Credit Act. Elected officials are facing an ever- expanding problem with contaminated industrial sites. The sites contribute to unhealthy environment and they are obstacles to desperately needed economic development. H.R. 2340 would establish a five-year pilot program to clean up and commercially redevelop contaminated sites. The bill provides tax incentives and it would encourage private redevelopment of contaminated industrial properties, resulting in job creation. It was recommended that Council support H.R. 2340. City Clerk Gair inquired if Council was interested in designating a voting and alternate voting delegate to the Annual Congress of Cities, December 1-4,1994 in Minneapolis, Minnesota. No action was taken since no member of Council would be attending. City Clerk Gair requested the Council to appoint a UN5O Chair in celebration of the U.N.'s 50th Anniversary. On October 23rd the San Gabriel Valley will celebrate the 49th anniversary of the United Nations. This event will initiate the year-long celebration of the U.N.'s 50th anniversary in 1995. It was recommended that the Council appoint a UNSO Chair to serve as the United Nations Association has requested. It was moved and seconded to appoint Mayor Vargas as the UN5O Chair. There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Councilmember Muse requested staff to bring a report back to Council pertaining to a community garden. Mayor pro tem Martinez requested staff to bring a report back to Council pertaining to the Sister City Program. Mayor Vargas stated that a Team Building Workshop was held with the Executive Team and Council to evaluate progress of public safety, infrastructure, financial growth, customer service, code enforcement, human services, and recreation services. He thanked staff for taking time to attend the meeting, that it was very productive, and for the things staff has accomplished. He also invited the public to attend these meetings. Council agreed by unanimous consent. She also inquired about the law that forbids people in the park after 10:00 p.m. Mayor Vargas requested staff to prepare a report pertaining to keeping the lights on at Morgan Park all night to keep the vandalism down. He suggested keeping the lights on for about three months and then bring a report on the costs. Councilmember Gallegos requested staff prepare a report on the San Gabriel Valley Water Reclamation Plant. Council agreed by unanimous consent. Mayor Vargas announced that SEIU had settled a four year contract with the City. He also requested that a salary survey be prepared pertaining to the police department.
