PACIFIC AVENUE, WEDNESDAY, OCTOBER 5, 1994 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 at 6:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MCNEILL, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Admin. Serv. Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal, Dir. of Human Services Nunez and City Clerk Gair Mayor Vargas declared the study session in session at 6:00 p.m. 00- Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward at this time. There were none. Mayor Vargas declared Oral Communications closed. 00- Topics were: Director of Administrative Services discussed the Executive Management Evaluation and Performance Pay Program that had been scheduled for discussion at the team building meeting of September 17, 1994. He explained the review process for performance evaluation of the department heads by the Council and also the performance pay alternatives as submitted to the Council. He stated that this process is used in the cities of Sunnyvale, Lopitas, Claremont and others. Also discussed was the concern of Councilwoman Lowes regarding the process and acceptance of her objection to this type of system. Council requested a detailed report on the performance pay portion and suggested that the evaluation process be begun as soon as possible and as a first step. Director of Community Development Carbajal explained the Long Range Planning of the Sierra Vista Project Area relative to the Trailer Park situation. He stated that the present plan will be to give more time to abate the trailer parks. That relative to zoning the time would be extended to December 1, 1999. This will allow time to come up to standard, to allow Cal Trans to begin their freeway expansion and allow the trailer parks to be in business for 5 years. The nuisance abatements would continue, with the requirements that have been outlined for the owners. Some of the nuisance problems will solve themselves by the sale of property, inability to afford the repairs, or by compliance of the owners to all requirements. Council asked for this item to come before them on a council agenda and to consider recommending an option of 5 years extra on the extension if there is no redevelopment activity and compliance has been fulfilled. 00- It was moved and seconded to adjourn the study session at 7:00 p.m. LINDA L.
