The City Council of the City of Baldwin Park
met in regular session in the Council Chambers
at 7:00 p.m.

Mayor Vargas read the proclamation declaring that Mayor Vargas had been appointed
Chair of UNSO and October 24,1994 as United Nations Day. He requested that City
Clerk Gair mail the proclamation to the appropriate people.
Chief of Police Lanza introduced the Explorer Director and Assistant, Police Officers Chris
Carios and Nick Mant redi.
Officer Carlos stated that the Explorer program is 20 years old, that it is an alternative
to gangs and drug use and that the Explorers are an extension of the police department.
He introduced the female escort, Mrs. Manfredi. Officer Manfredi introduced the
following Police Explorers:

ORAL COMMUNICATION
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward.
Rodney McPherson, 3562 Ahern, congratulated the Explorers and Officers Carlos and
Manfredi. He stated that his daughter is involved in the DARE program. He inquired if
the crossing guard study had been completed and if he could have a copy of it.
Jeanne Martens, 14847 Sierra Way, stated that the Explorer program is an example of
what's happening in Baldwin Park. She invited everyone to Good Morning Baldwin
Park" at Victor's Villa at 7:30 a.m. on Thursday, for the Chamber Networking.
There being no other speakers, Mayor Vargas declared Oral Communications closed.

City Attorney Bower requested Item No.12, the tow fees listed in the staff report be

GALLEGOS/MUSE. Mayor pro tern Martinez abstained due to a possible conflict of
interest.

REPORTS OF OFFICERS. COMMISSIONS. AND COMMITTEES
Director of Administrative Services Yeats stated that a proposal had been presented
by Shannon and Associates to Continue the organizational study that would
involve the Community Development, Human Services, City Clerk and Administrative
Services departments. The proposed cost to complete the studies is approximately
$22,100. Staff recommended Council approve the amendment.
It was moved and seconded to approve the amendment to the Shannon and
Associates Agreement for completion of organizational studies for the Community
Development, Human Services, City Clerk and Administrative Services departments.
MIS/C: MARTINEZ/MUSE. There were no objections.
City Clerk Gair requested the appointment of Tiffany Vu and Katrina Van Ooster as
Student Commissioners for the Human Services Commission. Baldwin Park High
School recommended Tiffany Vu and Sierra Vista High School recommended Katrina
Van Ooster and their Oaths of Office will be given at the October 19th Council
meeting. It was recommended that the resolution be adopted.
It was moved and seconded to adopt Resolution 94-113 13, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF BALDWIN PARK APPOINTING MEMBERS TO
THE HUMAN SERVICES COMMISSION OF THE CITY OF BALDWIN PARK,''
appointing Tiffany Vu and Katrina Van Ooster as Student Commissioners. MIS/C:
MARTINEZILOWES. There were no objections.
Director of Human Services Nunez requested Council approval to enter into an
agreement with Christiansen Amusements to provide a carnival for the Celebrate
Baldwin Park" celebration. The proposed site is the parking lot in front of the park
wrapping around on Robin behind the businesses on Ramona. This proposal could
present an inconvenience to the business owners on Ramona. The owner of
Christiansen Amusements and a representative of the Public Works Department have
met and requested Council consider allowing the carnival to use the same area as in
the past. Christiansen Amusements has offered to reseed the grass area that the
carnival will use. Staff recommended Council approve the agreement and accept the
Public Works Department site recommendation.
Mayor Vargas recommended more tickets be provided, that the police department be
used instead of the carnival hiring private patrol, and that the carnival pick up the cost
of the security for the event.

In response to Mayor Vargas, City Clerk Gair stated that the carnival agreement needed
to be approved as the carnival is the first week of November and things need to be
finalized with the Fire Department.
Mayor pro tern Martinez stated that he would like to see an Explorer Post at the carnival,
that the carnival issue more tickets, and in the future have a formal bidding process for
the carnival.
Mayor Vargas requested that the reseeding of the grass area used by the carnival be
placed in the contract.
Councilmember Lowes requested that the Christiansen Amusements waive the entrance
fees for children under 12 and publicize family night.
It was moved and seconded to approve the agreement and accept the Public Works
Department site recommendation and that staff negotiate with Christiansen Amusements
for 1,000 tickets and workout a proposal with the Chief of Police and the City Attorney for
the carnival owner to pay police for security. MIS/C: VARGASIMARTINEZ. There were
no objections.
Director of Public Works Mousavi requested Council approve the amendment to the
Cooperative Agreement as prepared by the County of Los Angeles for the
reconstruction of Merced Avenue and authorization to assign additional FAU/STP
funds to reimburse the County for the remaining outstanding invoice. Total monies
assigned to the County for the project was $1,258,000. The final accounting of the
project was examined by staff and several discrepancies were discovered and it was
further determined that the original assignment of funds had been exceeded which
resulted in a supplemental invoice for the balance due. The Revised Final Accounting
from the County agrees with the staff's accounting and the balance due is $59,491.49.
The Amendment to the Cooperative Agreement will allow the County to invoice Caltrans
for the additional funds, therefore no additional budget amendments are required.
Caltrans will draw from the City's STP funds to cover the balance. It was recommended
that Council approve the amendment.
It was moved and seconded to approve the Amendment to the Cooperative Agreement
and authorize the assignment of additional FAU/STP funds to reimburse the County for
the outstanding invoice. MIS/C: LOWES/GALLEGOS. There were no objections.

Mayor Vargas requested: 1) That a copy of the letter sent to Lucky's be sent to the
Tribune; 2) An article be placed in the Status Report pertaining to what could be done
to deal with businesses that treat consumers unfairly; 3) Schedule a Town Hall Meeting
at a school in December or January; and 4) Schedule a joint meeting with Council and
all commissioners in January.
Councilmember Lowes requested that City Clerk Gair send a letter to each commissioner
advising them of their duties and if they are interested in serving on their commission.
Councilmember Muse requested staff work with a shopping cart retrieval service and
direct Public Work crews to pick up the carts, take them to the yard and charge for the
retrieval of the carts.
Director of Public Works Mousavi stated that on the rainy day the Landscaping crew
picked up 124 shopping carts.
Mayor Vargas stated that a fee should be established for picking up the carts.
Mayor pro tem Martinez requested that staff look into the need to place a Dial-A-Ride
vehicle in the community for the people that do not have transportation and that may
alleviate the shopping cart problem.
Councilmember Lowes stated that the vendors are just as bad as before on her street as
well as shopping carts dropped off at the end of her street. She inquired about a law
against removing the shopping carts from the market area.
Mayor Vargas expressed his concerns pertaining to the customer that makes a purchase
from the street vendor and then gets sick. He suggested that an article be place in the
NOW" warning the consumers that they are at risk buying from these vendors and that
the City is not responsible.
Councilmember Muse requested that one Dial-A-Ride vehicle be used on a trial run as
a shuttle service and that it be advertised.
In response to Mayor pro tem Martinez, Director of Administrative Services Yeats stated
that a resolution would be on the next agenda pertaining to unfunded mandates.
