Park met in a study session in Room 307
at 6:00 p.m.

The absence Councilman Gallegos was excused.

Topic for Discussion
Director of Community Development presented an update on AB 1290 and AB 315, the
Redevelopment Agency Project Plans for Housing Element Compliance and the
preliminary proposal. He explained the necessity of this due to the abuses of
redevelopment laws, the need to eliminate blight and to improve low and moderate
income housing. This item will be coming beck to a study session and later to a City
Council meeting. The firm of Cotton & Beland is developing a plan to eliminate blight and
to meet the necessary requirements.
Council and staff discussed the mortgage debt reduction, the program helping in
rehabing, utilizing housing set-aside, the council not desiring to change zoning, and the
use of unrestricted funds when the Agency rehabs and sells.
No action was taken.
The Study Session was adjourned at 6:30 p.m.
