Park met in a study session in Room 307
at 6:00 p.m.

The absence Councilman Gallegos was excused.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward.
Sandi Lucas, 4442 Bresee, thanked staff for the high lighted Housing Element.
There being no other speakers, Mayor Vargas declared Oral Communications closed.

Topics for Discussion
Director of Administrative Services Yeats explained the Attendance Incentive Program
where employees can buy back accrued time for unused sick leave. This would require
an amendment to the City's current contract with the Public Employees Retirement
System PERS). He outlined the two options that will be considered and stated that this
buy back would be once year.
After discussion of the options, Council directed staff to consider option 2 with the buy
back at 50% of the accrued time.

Director of Administrative Yeats informed Council that the Chamber of Commerce was
in need of a loan from the City and that this would be brought on tonight's City Council
Agenda as a Subsequent Need Item.
Director of Community Development Carbajal introduced Paula Kelly of Cotton & Beland
who gave a presentation on the AB 1290 Housing Element. Council and staff discussed
the housing replacements for the City, the use of set aside funds, and CDBG possibly
assisting in the improvements.
Director of Community Development Carbajal also explained the possibility of Residential
Rental Inspection Services and a Report of Real Property. He stated the problems
that exists with absentee landlords and how this kind of inspection can assist in cleaning
up the City. Pre-sale inspections can identify existing building and sanitation problems
and alleviate problems for the buyers. This item will be brought back at a later date.
Councilwoman Lowes expressed her opposition to this because of government
interference. with the home owners.
It was agreed that the item on Americans With Disabilities Act would be brought back
at a later date.
Director of Public Works gave an update on the Sierra Vista Ballfield Lighting, stating
that the installation should be completed by next week.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Chief of Police Lanza told Council of the COP Grant application which will allow 75%
Federal Funding for two sworn officers $47,500 each), which the government will pick
up for three years. The application is due on Wednesday.
Council inquired about the security for the concert at the park on Saturday. They
requested that there be a sufficient number for coverage.
