BALDWIN PARK CITY COUNCIL STUDY SESSION
The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward.
ORAL COMMUNICATIONS
Lee Lucas, 4442 Bresee, spoke against floor hockey and the image consultant and in
favor of more code enforcement.
Jeanne Martens, Sierra Way, spoke regarding the top 20 cities for new home ownership.
She wanted to see more effort toward this in Baldwin Park.
Sandi Lucas, 4442 Bresee, stated that the city's image would improve with more code
enforcement to get rid of the vendors and discarded shopping carts.
Robert Ochoa-Schutz, 336 Park Shadows, spoke regarding the good press releases for
redevelopment and the six new businesses that have gone in by his business.
There being no other speakers, Mayor Vargas declared Oral Communications closed.

Director of Community development Carbajal explained the proposals that were received
in response to the RFP that was issued for an Image Campaign for the City. Six firms
continued through the interview process and from that the firm of Braun Ketchum was
selected. Staff is recommending that a contract be negotiated with this firm for services
to the City for the Image Campaign. After a brief discussion of the costs involved the City
Council directed staff to move forward with this and to keep Councilwoman Muse involved
in this.
Director of Human Services Nunez introduced Mr. Tarazi and Mr. Garland, of the
California Hockey Association, who gave a brief presentation on floor hockey being
developed in the City at Barnes Park. They explained their background, the success of
the floor hockey program in other cities, the cost involved for each player, the
scholarships and waivers that are given, and the liability insurance they carry.
Council expressed their interest in floor hockey and directed Mr. Nunez to work out the
details and proceed with the concept and to report back with a specific recommendation
on pursuing this.
Director of Public Works Mousavi gave an overview of the HOV lane on the I-10
Freeway. He explained the proposals and the negotiations that have transpired between
the City and Cal Trans. Cal Trans has estimated some of the estimated costs and also
some additional costs for improvements requested by the City. Reconstruction of bridges
and pedestrian walkways are planned and landscaping and soundwalls are being
negotiated.
Council requested that Supervisor Molina, Senator Solis and Assemblyman Gallegos be
briefed as this progresses.
