The City Council of the City of Baldwin Park met in an adjourned regular meeting for a Town Meeting at Tracy School at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: Dir. of Admin. Serv. Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev.. Carbajal, Dir. of Human Services Nunez and City Clerk Gair Mayor Vargas declared the Town Meeting in session. He welcomed all those present and thanked Principal Tarango for allowing the City Council to hold the meeting at Tracy &hooL He Introduced each of the Councilmembers and they commented on their commitment to public safety, customer service, the need to do good things that the citizens want done, and the accomplishments that have been made by staff and council. Mayor Vargas commented on the impression that many people have regarding Baldwin Park and the number of gang members. He stated that 98% of our kids are good kids. Only 2% of our youth are gang members which amounts to about 600 members, of those about 150 are hard core. Mayor Vargas introduced the six Department Heads who also function collectively as the Executive Team for the City. He explained how the Executive Team has replaced a City Manager in the City and the work that the Executive Team has done. Each of the Department Heads gave a brief overview of the duties and functions of each of the departments PUBLIC INPUT Principal Tarango, Tracy School, welcomed the City Council and staff to Tracy School. She told of the activities going on at the school and expressed pride in the accomplishments of the school. She also asked for an explanation of how the bid process is handled by the City. Yolanda Medina, 3245 Frazier, #D, spoke regarding her concern about the gang bangers that hang out in the stairwell at 3248 Frazier. Bill Van Cleave, 13232 Emery, spoke regarding gang bangers use of the telephones, and the problems related to Section 8 Housing tenants, and new management at the Frazier apartments. Marta Flores, 3758 Torrey Circle, inquired about the frequency of police patrol units and the need for more patrol around 2 to 3 a.m. She also commented on attending her first academy class at City Hall. Emma Mooneybam, 3116 Mangum, asked about the City's investment policies in light of the problems in Orange County. Paul Medina. 3245 Frazier, #D, student at Tracy School, stated that the gang members know when the police are coming because they all have scanners. Mrs. Lira, 13419 Tracy, also requested a crossing guard at Robinette and Tracy. Mayor Vargas declared the meeting adjourned at 8:30 p.m. LINDA L.
