Accrued hours at retirement would be credited as service days for retirement service credit, which is a long term cost to the City; and 2) create a maximum accumulation level and allow employees to annually cash in unused hours accumulated over the selected level. Staff was directed to meet with the appropriate employee groups and offer a maximum accumulation level and allow the employees to annually cash in the unused hours accumulated over the selected level at a 50% buy back rate.
