PACIFIC AVENUE, WEDNESDAY, JANUARY 4, 1995 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 at 6:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO, MUSE AND MAYOR PRO TEM MARTINEZ ALSO PRESENT: City Attorney Bower, Dir. of Admin. Serv. Yeats, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Community Dev. Carbajal, Dir. of Human Services Nunez and City Clerk Gair The absence of Mayor Vargas was excused. Mayor pro tern Martinez declared the study session in session at 6:00 p.m. Mayor pro tern Martinez declared Oral Communications open and invited those wishing to speak on any subject to come forward at this time. There were none. Mayor pro tern Martinez declared Oral Communications closed. Topics were: Director of Community Development Carbajal explained the need for direction and the urgency of the Westar Agreement that is on the City Council regular meeting agenda. He outlined the issues of the agreement and stated that the agreement is strong. He also explained that the negotiations relative to this agreement have been going on for one year. Action on this item will be on the Redevelopment Agency agenda. He had met with the seniors and outlined some of the changes in services and their activities. The seniors were very receptive to the proposal. Council discussed this change and gave direction that staff be certain that this will be supported by most of the seniors, that there be a plan, and that a recommendation be brought back to council by Mr. Nunez. Chief of Police Lanza explained that a report would be forthcoming to Council regarding crime that would include charts and graphs for four years and give a picture of crime trends. He also explained the process that has been implemented to receive funding from the President's Crime Bill Cops Ahead Program). A preliminary letter of approval has been received with authorization to hire, with no funds available at this time. The grant will be submitted by March 3 and the City attorney has advised that this be brought back. Federal funding for this is for 3 years and at 75%. Mayor Vargas reiterated the Councils priority with public safety, the implementation of the community policing, and the need to talk about some of the successful law programs in L.A. County and why we are not doing them. Council expressed concern regarding the slow process in hiring police and requested a report on the staffing levels in police and other departments. Director of Public Works Mousavi stated that the Court Referral Program will be discussed at a later date. Council requested that car washing by the court referrals be looked into as a possible alternative to $1,000 in car washing fees. COUNCILISTAFF REQUESTS AND COMMUNICATIONS Council requested that the Team Building for Saturday, January 14th devote time to 1) reviewing previous goals and objectives; 2) public safety issues; and 3) a City Attorney report on the legality of operating without a city manager and discussion of the executive team concept; and 4) other issues. Council also requested that an invitation be sent to all employees of the City inviting them to attend the Team Building session.
