The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.

The absences of Mayor pro tern Martinez and Councilmember Lozano were excused.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward at this time. There were none.

TOPICS
Director of Public Works Mousavi outlined the process that is to be considered to charge
Court Referrals for the administration cost for working in the City. The three
recommendations were: 1) $20 fee for those who work 1-120 hours and $25 for those
working 121+; 2) charge worker's comp fee of 50 cents per hour; or 3) a combination
of fees by charging the $20 & $25 fees plus $20 into a second account. He also stated
that only three worker's comp claims have been filed over the years and that Court
Referrals from the court are not charged administration fees. This will be returned
as an agenda item for Council approval.
In response to Council inquiries, Mr. Mousavi stated that Court Referrals work 5-7 days,
complete 8 to 800 hours, some are here 34 months and many come and go.

COUNCIL OF THE CITY OF BALDWIN PARK JANUARY 18,1995
Mayor Vargas stated that Council was in agreement to bring this as a regular meeting
agenda item.
Director of Public Works Mousavi explained that the lights at Morgan Park have been
monitored for Energy Costs savings. He outlined the previous cost with 13 lights) and
the current cost with 41 energy savings lights) that showed an increase of only $1 1,000
with the extra 28 lights and the lights are on longer.
In response to Council, Chief of Police Lanza stated that the lights have worked to deter
people from hanging out and also there are fewer problems.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Director of Economic Development explained that he would be requesting a Subsequent
Need Item at the City Council meeting at 7:00 p.m. This item relates to the necessary
and immediate need to demo the Hidden Valley Trailer Park.
