City Clerk Gair administered the Oath of Office to Officer Sapien. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. Richard Tatum, 4650 Edra, spoke about the speeding on Edra Street, the danger to the children that live on the street, and the accidents that occur because the drivers can not make the turns. He requested stop signs be installed on the street. Anthony Bejarano, 3508 Big Dalton, requested help with the shootings and gang problems at 3258 Frazier Street. He suggested evicting the gang members, or requiring the landlords hire security guards for the apartment complex. He presented Council with a petition signed by the residents of Calino Street requesting assistance with flood water. Martha Rodriguez, 3249 Frazier, stated that she is a Block Captain for Neighborhood Watch. She told of the gang problems at the 60 unit apartment complex, that the neighbors are intimidated by the gang members, and that the parents of the gang members do not have any control. She requested the City help the residents of the complex with the gang problems. Arnold, 3258 Frazier, stated that the gang members are making guns in garages, and that there are frequent drive-by shootings. He stated that his four children could not sleep at night because of the gun fire. He requested the City help the residents of the apartment complex. Jose Rico, 1861 Calino, stated that his street was flooded, the children can not go to school, and that water was going into some of the homes. The City sent an emergency crew out and sandbags were placed, but the street needs a storm drain. There being no other speakers, Mayor Vargas declared Oral Communications closed. 00- CONSENT CALENDAR City Clerk Gair presented Consent Calendar A: 1. Additional Budget Appropriations Personnel Legal and Arbitration Fees Councilmember Lowes requested Item No.8 be removed for separate consideration. It was moved and seconded to approve Consent Calendar A, Item Nos. 1-7 as presented. MIS/C: LOWESIMUSE. There were no objections. In response to Councilmember Lowes, Director of Administrative Services Yeats stated that the budget appropriation funds would be taken from the General Fund Reserves. It was moved and seconded to approve Item No. 8 as presented. MIS/C: LOWESIMARTINEZ. There were no objections. 00- REPORTS OF OFFICERS. COMMISSIONS. AND COMMITTEES City Clerk Gair requested that Council appoint a new member to the Planning Commission to fill the unscheduled vacancy created by the appointment of Commissioner Lozano to the City Council. The unscheduled vacancy was published in the San Gabriel Valley Tribune on December 16,1994. The term for the unexpired term for Office No.4 is until June 30,1996. Applications were included in the staff report. It was recommended that, following the nomination of an individual, that Council adopt a resolution appointing the Planning Commissioner to Office No. 4 of the Planning Commission for the unexpired term to June 30, 1996. It was moved and seconded to appoint Richard Martinez II as Planning Commissioner. MIS/C: VARGAS/LOWES. There were no objections. It was moved and seconded to approve Resolution No.95-6, A RESOLUTION OF THE CITY COUNCIL APPOINTING MEMBERS OF THE PLANNING COMMISSION OF THE CITY OF BALDWIN PARK, appointing Richard Martinez II to Office No.4 for the unexpired term of June 30, 1996. MIS/C: MUSE/MARTINEZ. There were no objections. Director of Community Development Carbajal requested Council adoption of ordinances amending certain time limitations of the Sierra Vista, CBD, Delta, San Gabriel River, West Ramona and Puente-Merced Redevelopment Plans to bring them into conformance with AB 1290. AB 1290 requires redevelopment plans adopted prior to December 31,1993 to be brought into conformance with certain new time limitations 1) Plan Duration; 2) Time Limit on the Establishing of Loans, Advances, and Indebtedness; and 3) Time Limit on the Payment of Indebtedness/Receipt of Tax Increments. It was recommended that Council adopt the ordinances. Director of Public Works Mousavi requested that Council adopt a resolution that would set a public hearing on March 15,1995 to consider the formation of Underground Utility District 95-1 along Baldwin Park Boulevard and Francisquito Avenue. Formation of an Underground Utility District will allow the City to utilize its Rule 20A funds. The project is estimated to cost $100,000 and take six months to complete. It was recommended that Council approve the resolution. It was moved and seconded to approve Resolution No. 95-7, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CALLING A PUBLIC HEARING TO DETERMINE WHETHER PUBLIC NECESSITY, HEALTH, SAFETY OR WELFARE REQUIRES THE FORMATION OF AN UNDERGROUND UTILITY DISTRICT ALONG THE SOUTHSIDE OF FRANCISQUITO AVENUE AND BALDWIN PARK BOULEVARD DISTRICT NO.95-1)." MIS/C: LOWESIMUSE. Mayor pro tern Martinez abstained due to a possible conflict of interest. Chief of Police Lanza requested Council authorization to submit a grant application to the Crime Bill's COPS AHEAD program to enable the City to hire additional police officers. A letter of intent was submitted, and eligibility was confirmed. The grant will cover salary and benefits of each officer over three years, up to a maximum of $75,000 per officer, with the remainder being paid by the City. The City would bear 100% of the cost of the new officers during the period between hiring and grant approval. COPS AHEAD is not intended to replace the normal hiring plans or to fill vacancies that have been created through normal attrition. Staff recommended approval. The City has been confirmed eligible for the grant, but that the funding would need to be committed now for the hiring of the two officers. If the City' is not successful in the grant application, the officers that we hire up front, and that were intended for the grant, could be absorbed in the total officers with medical retirements. It was moved and seconded to authorize staff to proceed with the COPS AHEAD grant. MIS/C: MARTINEZIVARGAS. There were no objections. 00- COUNCIL STAFF REQUESTS AND COMMUNICATIONS Mayor pro tern Martinez requested Chief Lanza to present a report pertaining to the creation of a residential gang unit task force. Council agreed by unanimous consent. Mayor Vargas requested that a Closed Session be included on the next agenda to consider the evaluation of the Executive Team. Council agreed by unanimous consent. In response to Council, City' Attorney Bower stated that he would research the possibility of the Richard Martinez serving on both the Housing Commission and the Planning Commission. 00- It was moved and seconded to adjourn the regular meeting of the City Council at 7:42 p.m. MIS/C: LOWESIMUSE.
