The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOZANO, MUSE
MARTINEZ and MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir, of Admin. Services Yeats,
Police Chief Lanza,

The absence of Councilmember Lowes was excused.

The study session was in session at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those wishing to speak
to come forward.
Sandi Lucas, 4442 Bresee, spoke regarding the City taking a step backward in
considering to oversee the Boys and Girls Club through the Human Services
Department. She explained the funds that the City will not be eligible for and requested
that the Council take another look at this.
Jeanne Martens, 14847 Sierra Way, referred to the CDBG Public Hearing on the City
Council agenda and inquired about the use of those funds. She also expressed concern
about the available affordable housing not being promoted in the City.

Mayor Lowes was present at 6:20 p.m.

Topic of discussion were:
Director of Human Services Nunez explained the current contract between the City and
the East San Gabriel Valley Boys and Girls Club. He outlined the proposed changes
relative to the City operating the club by explaining the current cost for the City for the
club to operate, the expansion of the programs if operated by the City', the decrease in
fees for the children, and the possibility of having to purchase new equipment in order
to guarantee a transparent transition to City operated. This item will be returned to the
Council at a later date.
Council discussed the recommendations and dir ected the Director of Human Services
to:
1. Meet with the Boys and Girls Club Board and Staff along with
Councilmembers Muse and Martinez.
2. Schedule a Public Meeting before this item is placed on a regular meeting
agenda.
3. Make certain that it is understood that:
a. A lot of funds are targeted to the club by the City and the club needs
to be self-sufficient same as other organizations are being asked
to be to receive funds).
b. This change is about more hours, more activities and lesser fees.
c. The Child Care Center is not on the table at this time.
4. Return a report:
a. Outlining the projected cost to operate the club versus the present
cost to operate.
b. What Grants are available
c. Who the improvement of the quality of service will benefit.
d. This providing more service with less cost, consolidating to
streamline overhead.
e. On a survey of other clubs how are they supported, how do they
raise funds.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Mayor Vargas requested a report on the role and authority of School District Police on
City streets and the co-working of the two police departments. This was in regards to

school police ticketing parents waiting in the rain outside of the schools. Council
concurred by unanimous consent.
