met in regular session in the City Council
Chambers at 7:00 p.m.

City Attorney Bower explained that after the posting of the agenda it became necessary
to consider a Closed Session for the Redevelopment Agency that deals with pending
litigation, one case, pursuant to Government Code 54956.9(b)(1), significant exposure
to litigation.
It was moved and seconded to place a Subsequent Need Item on the agenda to
consider the Closed Session for the Redevelopment Agency that deals with pending

Chief of Police Lanza introduced Police Officers Gregory Coley, Michael Fajardo, and
Ronald Imhof and told of their education and background. City Clerk Gair
administered the Oath of Office to Officer Coley, Officer Fajardo and Officer
lmhof.
Police Officer Chris Carlos introduced the Explorer Scout Graduates and stated
that nineteen graduated, with special awards received by eight students, including the
1st Place Academic Award.

16. Approve Budget Amendment and Authorization of Change Order
Honeywell, Inc. Contract to Include a Security System for Second and
Third Floors of City Hall
Councilmember Lowes requested Item No.11 be removed for separate consideration.
It was moved and seconded to approve Consent Calendar A Items 1-10 and 12-16 as
presented. MISIC: LOWESIMARTINEZ. There were no objections.
Councilmember Lowes stated her opposition to Item No.11 being placed on the Consent
Calendar as there are options listed in the report and charges for the Court Referrals
for their hours of service.
Councilmember Lowes moved to accept the Court Referral Program with no charge.
Motion died due to the lack of a second.
Mayor pro tem Martinez stated that the majority of the Court Referrals have been
convicted of drunk driving and other serious offenses and they are required to do these
hours.
Director of Public Works Mousavi clarified the Court Referral fees of $20 for 1-120 hours;
$25 for 121 + hours; and $20 per person for workers compensation.
It was moved and seconded to approve the City's Court Referral Program and
establish fees based upon a combination of Alternatives #1 and #3. Alternative #1
establishes a fee of $20 for serving up to 120 hours and $25 for 121 hours or more.
Alternative #3 establishes a flat rate of $20 to be placed on a separate account and for
reimbursement for workers compensation. MIS: MARTINEZ/MUSE. Councilmember
Lowes objection was noted.

PUBLIC HEARING
Mayor Vargas introduced the Public Hearing pertaining to the Housing and
Community Development Needs of the City Consolidated Plan Community Block
Grant and HOME Grant."
Director of Community Development Carbajal requested Council conduct a public hearing
to determine the housing and community development needs of the City under the
Federal Consolidated Plan regulations. With the FY 1995-96 program year the City will
no longer have the Community Development Block Grant CDBG) application and
hearing process as in the past. The City is required to develop a 3-5 year Consolidated
Plan if the City chooses to continue to receive HUD funds. The purpose of the
Consolidated Plan is to determine all the needs in the community, especially the low and
moderate income, prioritize those needs, strategize, and setup an action plan to meet
those needs with available resources. The purpose of the CDBG Program is to carry out
activities benefiting the low and moderate income persons and eliminate blighted
conditions in the City. The HOME Program was developed to expand the supply of
decent, safe, sanitary and affordable housing to very low-income and low-income. Staff
and the CDBG Advisory Committee is conducting numerous public meetings and after
all the input is received, the Committee will proceed to develop the Plan and the final
draft of the Consolidated Plan will be submitted for Council approval on May 3,1995.
It was recommended that Council conduct the public hearing to determine the housing
and community development needs of the City pursuant to the Federal Consolidated
Plan regulations.
Mayor Vargas declared the Public Hearing open and invited those wishing to speak
pertaining to the Housing and Community Development Needs of the City-
Consolidated Plan to come forward.
Mary Corral le, Director of the Boys and Girls Daycare Center, stated that several of the
families receive CDBG assistance and it is very necessary in this community. The
Center is licensed for 120 children and a good percentage need and receive the
subsidies.
The following individuals requested that the Boys and Girls Club continue to receive
funding. The subsidies allow the low-income to work and have affordable, reliable child
care:

Jeanne Martens, 14847 Sierra Way, stated that the City's real estate sales rates are
very low, and the City needs to assist the very low-income and low-income people to
purchase a home in the City.
Carol Lane, representative of the Service Center for Independent Living, stated that they
have provided services for persons with disabilities and were funded last year.
Independent Living enables people to continue to work as productive citizens rather than
being a drain on resources. All persons with disabilities are considered by HUD to be
of a class designated low-income. The Center is available to assist the City with
implementing ADA.
Debbie Dalton, 14620 Hawes St., Whittier, Director of WINGS, stated that they received
159 help line calls in 1994 from the City and served 31 women through their outreach
program in obtaining temporary restraining orders, getting the women apartments,
clothing and helped another 45 women find emergency shelter services. She thanked
Council for their past support of WINGS, and Chief Lanza and the City Police Officers
for their response in domestic violence calls.
There being no other speakers, Mayor Vargas declared the Public Hearing closed.
In response to Councilmember Muse, Director of Community Development Carbajal
stated that the agencies receiving funding provide data on certain forms. Other
agencies supply information based on population, estimation of studies that have been
done on a regional basis, and they provide some projections of homelessness. The City
would need to do some type of study on the homeless, but does have some estimations.
The agencies requesting funding establish goals, and the organization is held
accountable for their actual goals they have set and at the end of the year they are
reviewed and new goals are established. The Plan identifies the priorities and the
needs in the community. The City's funding cycle increases in the breakdown in funds
and the creativity of funding sources.
In response to Councilmember Lowes, Director of Community Development Carbajal
stated that meetings are held once a month through the beginning of April and a report
will be made to the Housing Commission. Presentations have been made by the
Director of Public Works and the Director of Human Services and each public meeting
varies with approximately 15 people in attendance. The next public meeting will be in
Room 307 at 7 p.m. on February 2nd. and the public is invited.
In response to Mayor pro tem Martinez, Director of Community Development Carbajal
stated that programs like domestic workshops could be provided to the community, a
more proactive program could be established and a RFP issued. He also stated that
a detailed report would be presented to Council from the agencies requiring funding. He
requested a report be issued at mid-year so that money is not left over.

Mayor pro tern Martinez requested creating more options for funding child care and
more sites be selected that are more convenient for the parents.
In response to Councilmember Lozano, Director of Community Development Carbajal
stated that the public meetings are advertised in the NOW.
Mayor Vargas assured the parents that funding for child care will remain and that
creative ways of funding are being looked at. He requested staff to research a voucher
type of program, present it as an option to Council, and set up a meeting with the child
care agencies. He also requested the Housing Commission be invited to the next Study
Session to meet with Council so that they will understand the priorities of the Council.
Council agreed by unanimous consent.
In response to Mayor Vargas, Director of Community Development Carbajal stated that
several projects generate income, and prior year carry- overs are when some projects
that do not get fulfilled and the money is carried over.

Mayor Vargas requested staff prepare a report on the impact of the unfunded
mandate law, specifically with the ADA and other current unfunded mandates.

The regular meeting of the City Council and the Redevelopment Agency adjourned to
a joint Closed Sessions to consider pending litigation, Redevelopment Agency, one
case, significant exposure to litigation, pursuant to Government Code 54956.9(b)(1);
and Public Employee Evaluation, City Council, pursuant to Government Code
54957. Direction was given to staff, no action taken.
