The City Council of the City of Baldwin
Park met in a joint study session in Room 307
with the Housing Commission at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those wishing to speak
to come forward. There were none.

STUDY SESSION SUBJECT
Director of Community Development Carbajal gave a slide presentation pertaining to the
Consolidated Plan formerly CDBG). He gave an overview of the plan by outlining the
Objectives as:
1. The Role of Community Development
2. Overview of Community Needs
3. City Goals and Objectives
4. Public Facilities & Improvements

Councilmembers stated the objectives, goals and concerns they have for the
Consolidated Plan as: dollars still being committed to the sidewalk and beautification
program, where ADA Funding will come from, meeting the needs of the senior citizens,
home ownership, rehabilitation and facades in downtown area, improvement of total
infrastructure, increasing the value of non-profit groups to the community through their
accountability, meeting child care needs possibly through a voucher system, meeting the
needs of the residents and not the necessarily the needs of organizations, developing
better programs for all citizens, and keeping a critical eye on organizations funded by
the City to see that the citizens are served.
Housing Commissioners stated some of their observations as they serve on the
commission as: the economics of today do not allowing the City to provide as they might
desire, wanting to see CDBG funds freed up because of the pressure of funding, the
need for home ownership instead of renting, liking the idea of a voucher program for
child-care needs, wanting to see a 20% tax set-a-side fund, and re-evaluating what is
coming before the Housing Commission and looking into other areas to assist.
Housing Commission Chairman Martinez commented that this was this commission's first
full year together and they are hoping to identify some alternatives to funding.
Council directed staff to work with the Housing Commission to focus priorities and to
apply those priorities to creative programs. Also, a team building session with the
Housing Commission, City Council and staff was requested for April.
