PACIFIC AVENUE, WEDNESDAY, MARCH 1, 1995 AT 6:00 P.M. The City Council of the City of Baldwin Park met in a study session in Room 307 with the Housing Commission at 6:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO, MARTINEZ, MUSE AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Acting Dir. of Admin. Serv. Cole, Police Chief Lanza, Dir. of Public Works Mousavi, Dir. of Comm. Dev. Carbajal. Dir. of Human Services Nunez, and City Clerk Gair 00- ORAL COMMUNICATIONS Mayor Vargas declared Oral Communications open and invited those wishing to speak to come forward. There were none. Mayor Vargas declared Oral Communications closed. 00- STUDY SESSION SUBJECT Director of Public Works Mousavi updated the City Council on the Baldwin Park Unified School District's Performing Arts Center and the negotiations that have been continuing, regarding the storm drain connection, since the district's engineers approached the City to connect to the storm drain. He related the problems in allowing the permit to be issued, and described the undersized piping that exists in the street. He also explained the flooding in the area, the water not draining and the potential flooding of the parking lot. Mr. Mousavi told of the meeting held in October between the Executive Team, Dr. Kemper and Mr. Sexton. At that meeting a request was made for a hydrology report from the district and for certain alternatives to be considered by the district's engineers. The school district resisted the recommendations made. The City's Engineer's offered a fourth alternative to the Executive Team to increase the pipe size to 45"' all the way down Maine Avenue and to allow the district to connect at Estella Avenue. The cost of these alternative being; 1. $15,000; 2. $75,000; 3. $200,00; and 3. $100,000. Alternative four was outlined as a joint project between the City and the district. Cost savings to the district would be made through the City doing the design, the inspections done by the City, the City not paying permit fees and a contribution will be made toward the bus pad. Director of Administrative Services Yeats, Director of Community Development and Director of Public Works Mousavi met with the school district to explain these cost savings and benefits and they were not receptive at that time. Today, Mr. Mousavi discussed the situation with Dr. Kemper and he Kemper) suggested that the vacant lots contribute to the cost of the project through an assessment fee. The situation as of now is that the City is waiting for the school district to come up with an agreement. Council discussed the area affected by the flooding, this project resolving the Maine Avenue/Olive Street flooding, and the need for this to be resolved as quickly as possible. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Chief Lanza announced the promotions of Lieutenant Bazzell, Sergeant Carlos and Sergeant Kosaka. Councilwoman Muse requested a date for the meeting with Braun Ketchum on the Image Campaign Strategic Planning. Thursday, April 5, from 5 p.m-9 p.m was agreed upon by the Council. Mayor Vargas requested recognition of the Tae Kwon Do winners and the Bilingual Essay Contest winners at a future council meeting.
