Park met in a study session in Room 307
at 6:00 p.m.

Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward at this time. There were none.

Director of Economic Development Carbajal explained the Residential Real Property
Records policy proposed to be brought before the City Council. This records inspection
is intended to assist people buying homes in Baldwin Park to confirm all additions and/or
partitions to a residence on a property that is for sale have the proper permits and
meeting all codes of the City. He listed some of the properties presently being required
to make major changes to residences which were recently purchased by new owners
who believed the residences had all the necessary permits.
Council discussed their concerns regarding the inspection process, the possible charge
for this, this being an interference by government into landowners private business, and
that FHA inspection and other inspection services are already in place to take care of
this for buyers.

Council recommended that staff go back and study this further and poll other cities that
do this to see if the volume is there for this to be implemented. Also to consider this to
be done as a service and not a requirement.
Director of Economic Development Carbajal explained the difficulties that were occurring
with not being able to hold Housing Commission meetings due to lack of a quorum.
The absences of the commissioners were outlined for the Council, as were the recent
meetings that could not be held. It was explained that the commission can be dissolved
by ordinance and also that the law allows for only two tenant commissioners that need
to attend any Housing Authority meetings.
Council requested that this be placed on another study session agenda. This will allow
the Council some time to consider the dissolution of the Housing Commission and/or
other appointments.
Discussion of the PAC Committee was continued to a later date.
Director of Administrative Services Yeats presented the Long Range Information
System Master Plan in a booklet provided to Council and the Executive Team. He gave
an overview of the content of the booklet explaining the background and development
of the entire information system for the City. He explained the Baldwin Park GIS Model,
the implementation plan for the City, the funding strategy and the recommendations for
implementation.
Council discussed the master plan and requested that this be placed on another study
session to be discussed in greater detail. They also encouraged staff to look for creative
ways to fund the master plan and to speed up the process and cut at least a year off the
time table.
