The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.

The absence of Mayor Vargas was excused.
Mayor pro tem Martinez declared the study session in session at 6:10 pm.
Mayor pro tem Martinez declared Oral Communications open and invited those wishing
to speak on any subject to come forward at this time.
Mayor Vargas was present at 6:12 p.m.
Jose Alvarez, representing St. John's Catholic Church, read a letter from Father James
Forsen expressing concerns regarding Charity Bingo Management Company's proposal
to start a seven day a week bingo game in the City. He requested that clarification be
given as to 1) hall rental, cost of bingo supplies, door costs, and monies generated; 2)
who Charity Bingo Management is, what their track record is in managing and operating
bingo games; and 3) what are the guarantees regarding the options offered by Charity
Bingo. He expressed gratitude to the City and Charity Bingo for considering St. John's
and offering a Friday night option as well as other options.

Mayor Vargas declared Oral Communications closed.
Topics were:
Director of Human Services Nunez introduced Charity Bingo Management Company
and explained that the company had made a presentation previously to the Executive
Team They are interested in opening a business in the City and in conjunction with that
business to operate a seven day a week bingo game. The City, in accordance with
State Law, would receive 1% of the monies generated form the bingo games.
Mr. Ray Abel of Charity Bingo Management Company outlined the program that would
be offered in the City. He stated that they are willing to remain dark on Fridays to not
conflict with St. John's Bingo and also referred to the options being offered by the
company as stated in the pamphlet he submitted. This bingo would be patterned after
the games in Hawaiian Gardens. Non-profit organizations could benefit from these
games and an account fund would be set up to control the distribution of funds. He also
stated that Charity Bingo's non-profit status is in application form with the Secretary of
State.
Council asked questions regarding the business license process, the bingo permit
process, the Council's actual involvement in approving the business license and the
permit, and problems, if any, that might have occurred in Hawaiian Gardens.
Council directed the staff to pursue this further with the non-profit organizations, and
prepare other documentation, and come back to Council with the recommended decision
for the City.
Administrative Assistant Barron presented a report to the Council on the Day Camp
Program that is proposed by the Department of Human Services. An outline of the entire
program as proposed was presented to Council to show all phases and goals of the
program.
City Attorney Bower commented on the Greater Los Angeles Hotel Lawsuit decision
that ruled in favor of the City to not have to pay the attorney's fees for Greater Los
Angeles Association.
Risk Management/Personnel Manager Cole explained the report on the Legal Services
Fees that was requested by Council. She stated that a monthly report on the fees would
be presented to Council from now on. Director of Administrative Services Yeats also
commented that the legal service fees for the City would end on target with the budget

request, but the agency system works differently and that cost cannot be projected.
In response to Mayor Vargas, Ms. Cole responded that the attorney being used again by
the City was called back on an old case only and not for new litigation.
Director of Public Works Mousavi explained the NPDES Ordinance that is on the Council
agenda tonight for introduction. The City is required to monitor clean water to the ocean
and is liable for pollution. He outlined the specifics of the program including the potential
cost and increased personnel.
Council suggested that this should not be introduced tonight but be held over until further
information can be obtained regarding the costs and what, if any, federal assistance will
be forthcoming.
The study session was adjourned at 7:05 p.m.
