The City Council of the City of Baldwin
Park met in a study session in Room 307
at 6:00 p.m.

The absence of Councilmember Muse was excused.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward at this time. There were none.

TOPICS
Director of Public Works Mousavi gave a report on the underground water cleanup
status that explained the level of contamination in the City's water. Seventy-five
businesses out of twenty-five hundred have agreed that they are a Potentially
Responsible Party" PRP) and will make financial restitution. He explained that there are
five project areas in the City and Baldwin Park is recognized as having the most polluted
water.
He explained the creation of the San Gabriel Valley Basin Water Authority in 1993 and
the negotiations to build facilities for water cleanup. The water will be extracted, cleaned
up and sold. Metropolitan Water District will get the water and there will be use of the
water by multiple companies. Baldwin Park has not been involved in the process and
now they want the City to get involved without input.

He stated the alternatives for cleanup that are in a report and that the businesses will
not incur as great a cost. Sixteen businesses in the City are affected by this and have
agreed to pay.
Council discussed this project and voiced their lack of excitement about the plan, and
the fact that this has been discussed for four years without the City being considered.
Council requested the Executive Team to identify a strategy, meet with Irwindale or the
E.P.A. and to contact our legislators, specifically Esteban Torres.
Director of Public Works Mousavi discussed the Olive Street Stormdrain and Street
Improvements regarding the change in plans that the City of Irwindale has had in
regards to where the excess water can be drained. He outlined a very costly project for
the City and presented two alternatives.
Council requested that this item go back to the Executive Team for discussion and to
outline the costs and how the city will pay for the project.

Director Mousavi distributed pictures of water tanks with art work on them.
Council requested extra policing and maintenance workers for the Cinco de Mayo
festivities at the park.

It was moved and seconded to adjourn the study session at 7:00 p.m. MIS/C:
LOWES/LOZANO. There were no objections.
