The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.
ROLL CALL: COUNCILMEMBERS LOWES, LOZANO,
MARTINEZ, MUSE AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Chief of Police Lanza,
Dir. of Administrative Services Yeats,
Dir. of Community Development Carbajal,
Dir. of Human Services Mousavi, and
City Clerk Gair

Mayor Vargas read the Proclamation declaring May 15-20,1995 as Poppy Week."
Councilmember Lowes presented the proclamation to Mrs. Iva Tew.
Mayor Vargas read the Proclamation declaring May 21-27, 1995 as National Public
Works Week" and presented it to Director of Public Works Mousavi.
Chief Lanza introduced the Police Department's new employees, Police Dispatcher
Martha Lopez and Melanie Tate and told of their background and experience.
Director of Human Services Nunez introduced the Human Services Department new
employee Manuel Carrillo and told of his background and experience.

ORAL COMMUNICATION
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward.
Rozanne Cortez, Executive Director of the Chamber of Commerce, stated 1) Circus
Vargas will be at Sierra Vista High School; and 2) that 108 people have signed up for
Friday's golf tournament.
There being no other speakers, Mayor Vargas declared Oral Communications closed.

COLLECT ASSESSMENTS FOR
CERTAIN IMPROVEMENTS AND
MAINTENANCE AND SETTING A TIME
AND PLACE FOR A PUBLIC HEARING
10. Approve Waiver of Formal Bidding Procedure Authorization to
Purchase and Conversion of Police Vehicles
It was moved and seconded to approve the Consent Calendar as presented. M/S/C:
LOZANO/LOWES. Mayor pro tem Martinez abstained on Items 3 and 9 due to a
possible conflict of interest.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Councilmember Lowes told of the special day to recognize the Older American's and
announced that Al Reale and Irene Test were honored at the Dorothy Chandler Pavilion.
She also inquired about the pending horseshoe pits, and that the pits be located in the
vicinity of the Annex Building.
Mayor Vargas requested a report be brought back to Council pertaining to the liability
of the horseshoe pits.
Councilmember Lozano recognized and commended the Department of Human Services
and the Police Department for the success of the Cinco de Mayo Celebration.
Councilmember Muse stated that she was glad to see the non-profit organizations
participate in the Cinco de Mayo Celebration. She requested 1) staff research a Police
Dog Program for 7th and 8th Graders that the residents of West Covina received a flyer
pertaining to this type of program; 2) a report be brought back to Council pertaining to
the use of CDBG funding by non-profit organizations submitted before the final CDBG
recommendation; and 3) when the Senior Citizens move to the Annex Building that the
old Senior Building be used as a Family Center for counseling
Mayor pro tern Martinez requested a Study Session be scheduled to discuss the Cable
Franchise.
Mayor Vargas stated that McDonald's on Ramona is now corporately owned. He also
stated that Morgan Park looked good and that the Soccer Program was going well.
Mayor Vargas requested a swim team program for the Jr. High Grades be formed.

Director of Administrative Services Yeats announced that a Budget Study session was
scheduled for Saturday, May 20,1995 and the two liaison Councilmembers that are to
participate in the meeting with the Chamber of Commerce are Mayor Vargas and Mayor
pro tern Martinez.
Mayor Vargas requested the Closed Session pertaining to the reorganization be
postponed until a later date.
City Attorney Bower announced that the City had sued a contractor pertaining to CDBG
Street Construction and won the suit in court.

It was moved and seconded to adjourn the regular meeting of the City Council at
7:40 p.m. to an adjourned regular meeting on Saturday, May 20, at 8:00 a.m. M/S/C:
LOWES/MUSE. There were no objections.
