The City Council of the City of Baldwin
Park met in an adjourned regular meeting,
in Room 307, at 8:00 a.m.

The absence of Councilmember Muse was excused.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
to come forward. There were none.

TOPICS
Director of Administrative Services Yeats gave a slide presentation of the FY 1995-96
Budget which outlined the five priorities of the City Council: I. Public Safety; II.
Employee Development; Ill. Economic Development; IV. Beautification Program; and
V. Infrastructure. Council discussed the General Fund Revenues and Expenditures, the
steady growth in revenue, the County's share of property tax and Redevelopment
Agency tax. Council requested a pie chart showing property tax and increment tax
to show the citizens where their tax dollar goes, and a bar chart on expenditures for
street maintenance:
Council discussed potential Capital Improvement Projects, the cost of the City Parking
lot, City Hall phone system upgrade, and the use of CDBG funds or Prop 172 funds for
Community Service Officers CSO).

CITY COUNCIL OF THE CITY OF BALDWIN PARK MAY 20, 1995
Council requested an update of all administrative assistant projects, a Citywide
Neighborhood Watch Program at the community picnic, a report, based on police
staffing, on how many bodies are needed for police staffing, and what do the CSO's do
and how they impact public safety. Also requested was information from the National
Conference of Mayors regarding possible cost estimates available for NPDES, and a
report on the productivity of personnel with use of radios, such as Public Works and
Community Development.
Councilwoman Muse arrived at 10:25 a.m.
Council expressed their desire for staff to try to attract corporate interest for funding
i.e. graffiti truck) by sending a proposal of special projects. Council requested a
detailed breakdown of special events and cost centers set up for each event. Also
for the carnival to go to RFQ's.
General comments from the Council included:
1. Wanting the Executive Team to get a better grasp of their roles and to
clearly define the role of the Executive Team.
2. Executive Team to be ambassadors in the community and allow department
members to run the department.
3. Spread sheet of Council requests.
4. Have a quarterly meeting June 15, set goals and objectives and have a
master schedule for Council and Executive Team.
5. Define a way to measure progress, objectively measure, and to give clear
direction.
6. Set individual Department Head goals and Executive team goals.
7. Meeting team building) with Executive Team first and with managers and
supervisors as a followup.
8. Survey of other cities regarding travel budgets for councilmembers
9. Concern regarding the phones bills the City is paying for cellular phones.
10. Tree trimming along Ramona Blvd.
11. Enforcement of parking along Ramona Blvd.
Director of Public Works Mousavi gave a slide presentation of the 110 Freeway off
ramps and the poor condition that these areas are in that Cal Trans takes care of the
landscaping. Representatives were present from Senator Hilda Solis' office and from
Assemblyman Gallegos' office to hear the complaints from Council and staff regarding
this issue. Council requested that meetings be arranged with the appropriate persons
and that something be accomplished along that freeway corridor.

The adjourned regular meeting was adjourned to an adjourned regular meeting on
Monday, May 22, 1995, at 7:30 a.m. to continue the closed session relating to the
Baldwin Park Police Association at 1:03 p.m. There were no objections
