Park met in a study session in Room 307
at 6:00 p.m.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward at this time. There were none.

TOPICS
Director of Administrative Services Yeats stated that the Budget for FY 1995-96 is
balanced and only two issues are remaining. Those issues are the overage on the
helicopter and the additional dispatcher and Community Services Officer CSO). In
response to Council questions and comments, Mr. Yeats commented concerning the
funding source for the CSO, the implementation of the CAD system and the impact on
staffing with a CAD system, Captain Cisneros briefly outlined the assignments for the
CSO's). Also discussed was possible cross-training of the records clerks to handle
dispatch coverage.
Director of Administrative Services Yeats stated that the FY 1995-96 Budget is
scheduled for a Public Hearing at tonight's Council meeting and will be on the agenda
for June 21, for final approval.

City Clerk Gair explained the process that is used to qualify all applicants for the
fourteen fireworks stands each year. A copy of the application was given to Council
for their review. In response to Council inquiries, City Clerk Gair stated that all previous
applicants are given the first opportunity to be one of the fourteen, if all do not apply then
the application process is opened up to other organizations and a drawing selects those
who fill any vacant spots. She also explained that any changes in the selection process
would have to be done by amending the Municipal Code.
City Clerk Gair gave a status report on the Housing Commission and reported on the
membership's present vacancies, terms that will expire this June 30, and the absentee
record of the present membership. It was recommended that the Council continue the
present policy of having seven Housing Commissioners, appoint and/or reappoint in July,
and monitor the commission for the next year. Council agreed by unanimous consent.

COUNCIL REQUESTS AND COMMUNICATIONS
Council requested that all future City flyers be bilingual and that extra funding be
requested when staffing is needed at special events.
