Roy Test, 15112 kenoak Dr., stated that the City had a Cinco de Mayo Celebration and that it was also the 50th Anniversary of VE Day. He thanked Chief Lanza for the opportunity to fly in the Police Helicopter. Jesus Gonzales, 4239 Park Pl., thanked Council for repairing Park PL. He stated that the project has not been completed, that the fence and gate still needs to be installed to prevent people from throwing trash on the property. There being no other speakers, Mayor Vargas declared Oral Communications closed. 00- CLOSED SESSION The regular meeting of the City Council adjourned to a Closed Session to consider Conference with Labor Negotiator, Agency Negotiator: Nadja Cole, Employee Organization: Baldwin Park Police Association, pursuant to Government Code Section 94957.6 at 7:10 p.m. M/S/C: VARGAS/MARTINEZ. No action was taken by Council relative to the Closed Session item. 00- Mayor pro tem Martinez requested that the Proclamation declaring June 16,1995 as the Day of the African Child" be mailed to UNICEF. 00- CONSENT CALENDAR City Clerk Gair presented the Consent Calendar as follows: 1. Approve Award of Contract Re-roof and Skylight for Fleet Services Garage Leach Roofing and Associates Councilwoman Muse requested Item No.8 be removed for separate consideration. Mayor pro tern Martinez requested Item No.6 be removed for separate consideration. It was moved and seconded to approve the Consent Calendar Items No.1-5 and 7-9. MIS/C: MUSE/LOZANO. Mayor pro tern Martinez abstained on Item No.3 due to a possible conflict of interest. In response to Councilwoman Muse and Councilwoman Lowes, Director of Community Development Carbajal stated that the approval of the Braun Ketchum agreement did not include approval of the logo or the draft. Those items will be brought before Council at a Study Session. The funding will be taken from CDBG funds for the project. In response to Mayor pro tern Martinez, Director of Public Works Mousavi stated that the Athol Street Project was scheduled for next year. The residents requested that the repaving of Athol Street be completed in conjunction with the half of the street that has been repaved. Staff reviewed the savings on the project, and found there was enough money to complete the street. The contractor proposed the same bid for the tonnage price of asphalt as on the first phase. It was moved and seconded to approve Consent Calendar Items No.6 and 8 as presented. M/S/C: MARTINEZ/MUSE. There were no objections. 00- PUBLIC HEARING Mayor pro tem Martinez introduced the Public Hearing pertaining to the consideration of Reaffirming the FY 1995-96 Budget and taking public input regarding the amendments." Director of Administrative Services Yeats stated that the report presented the revised Fiscal Year 1995-96 Budget and to solicit public input regarding the contents of the budget document. Fiscal Year 1994-95 Council elected to utilize a two-year budget process, which is adopted in even numbered years. In the off years, or second year of this process the previously adopted budget is reviewed and any significant increase/decreases in revenues and/or expenditures are prepared for presentation to Council and the Community. A slide presentation of Council priorities, expenditures and sources of income was presented. Staff recommended that Council direct staff to prepare the budget for reaffirmation at the next regularly scheduled Council meeting and to take into consideration input from the Council as well as the community. Mayor pro tern Martinez declared the Public Hearing open and invited those wishing to speak pertaining to the revised Fiscal Year 1995-96 Budget to come forward. Jeanne Martens, 14847 Sierra Way, stated that the 2% Home Buyer Assistance Program funding would cease at the end of June. She explained the need to continue the Home Buyer Program and the Silent Second Program for first time home buyers. There being no other speakers, Mayor pro tern Martinez declared the Public Hearing closed. Mayor pro tem Martinez requested a report in the Status Report pertaining to the impact of the hiring of the 9th dispatcher for the police department and the delay of hiring a records clerk. He also stated that he appreciated staff's hard worked to accomplish the balanced budget. Councilwoman Lowes stated that she will have comments for the next budget session pertaining to the hiring of a dispatcher, the helicopter program, and the CSO officers. It was moved and seconded to direct staff to prepare the budget for reaffirmation at the next regularly scheduled Council meeting and to take into consideration input from the Council as well as the community. Mayor pro tem Martinez introduced the Public Hearing pertaining to the intention to Order the Annual Assessment Levy and Collect Assessments for Certain Improvements and Maintenance Pursuant to the Provision of Division 15, Part 2 of the Streets and Highways Code of the State of California by the City Council." Director of Public Works Mousavi requested that Council adopt the resolutions ordering the annual levy and collection of assessments associated with the Citywide Landscaping and Lighting Maintenance District for FY 1995-96 and authorize the County of Los Angeles to add this assessment to the tax bill. On February 1,1995, Council authorized the City Engineer to prepare the Engineer's Report and on May 17, 1995, Council approved the Report for FY 1995-96. The proposed rates will be the same as they were for FY 1994-95 even though the landscape areas have increased in the last two years. Traffic signal costs are assessed throughout the City on a per parcel basis. Mayor pro tern Martinez declared the Public Hearing open and invited those wishing to speak pertaining to the Citywide Landscaping and Lighting Maintenance District for FY 1995-96 to come forward. There were none. Mayor pro tem Martinez declared the Public Hearing closed. It was moved and seconded to approve Resolution No.95-34, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, ORDERING THE CONTINUED MAINTENANCE OF CERTAIN PUBLIC FACILITIES AND CONFIRMING A DIAGRAM AND ASSESSMENT." MIS/C: LOWES/LOZANO. There were no objections. It was moved and seconded to approve Resolution No. 95-35, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, AUTHORIZING THE ADDITION OF SPECIAL ASSESSMENTS TO THE TAX BILL." There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Councilwoman Muse requested 1) a bike race be combined with the completion of the bike route; and 2) that the non-profit agencies be notified about their CDBG funding applications. In response to Councilwoman Muse, Director of Public Works Mousavi stated that a tentative meeting has been set with the Water Quality Authority. In response to Councilman Lozano, Director of Public Works Mousavi stated that he had two meetings with Cal-Trans and one meeting with Senator Torres and they have assured the City that there will be no negative impact on the citizens with the widening of the freeway. He also stated that this next week the weeds would be removed from in front of the Guadalajara Grill. Mayor pro tem Martinez requested 1) staff arrange for TCI Cable to attend a Study Session; and 2) Staff contact Mid-San Gabriel Consortium for youth workers and that the youth workers be placed in prominent learning positions.
