BALDWIN PARK CITY COUNCIL STUDY SESSION
The City Council ot the City of Baldwin Park
met in a study session in Room 307 at 6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MARTINEZ, MUSE, MAYOR VARGAS
ALSO PRESENT: Dir. of Administrative Services Yeats,
Chief of Police Lanza,
Dir. of Community Development Carbajal
Dir. of Human Services Nunez,
Acting Dir. of Public Works Idnani, and
Deputy City Clerk Branek

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward. There were none.

Topics for Discussion:
Director of Community Development Carbajal stated that RFQ's would be submitted
on August 3,1995 for the Downtown Specific Plan. The Specific Plan would consist
of parking, pedestrian, lighting, traffic flow, the area around the Metrolink and
designating the downtown area. A Consultant Selection Committee would be formed
that would consist of a Council Member, a planning commissioner, a businessman, the
Director of Public Works and the Director of Community Development to review the
RFQ's. All the RFQ's would be evaluated and approximately six would be selected for
review for Council. He requested Council select a member to serve on the Consultant
Selection Committee.

CITY COUNCIL STUDY SESSION AUGUST 2,1995
stated that a copy of the RFQ was in the June Status Report. The General Plan was
updated in 1987 and it needs to be revised again. The areas that are left to develop are
the Sierra Vista Project Area and the downtown area, all the other areas have been built
out.
Councilmember Lowes stated that Michael Friedman had previously explained to Council
that unless the City was willing to spend $1 million, a consultant should not be
considered.
In response to Councilmember Lowes, Director of Community Development Carbajal
stated that the consultant would cost $98,000 and funding would come from CDBG funds,
Contingency Funds and Air Quality Management funds.
Councilmember Muse did not feel that Council had the total picture. She questioned how
the consultant would know what Council wanted to see happen in the City. She felt that
all the redevelopment areas needed to be considered.
In response to Council, Director of Community Development Carbajal stated that a local
workshop would be developed for input from the businessmen. The consultant will look
at mixed uses, and for instance, if a theater would best serve the community by the
Metrolink.
Mayor pro tem Martinez stated that when the Triangle:'angle Project becomes a reality,
developers will come in willing to build. He also stated that he believes that once the
freeway area is a reality, the downtown area will be a ghost town. He felt the first step
was to define the downtown area.
Director of Administrative Services Yeats commented that Council needed to decide if
the downtown area could be developed into a pedestrian area like the Old Town in
Pasadena, and that maybe Council and the Executive Team needs to visualize the
downtown area.
Director of Community Development Carbajal explained that he would collect the RFQ's
and bring them to a Study Session for Council to review.
Mayor Vargas stated that the City needs an outside consultant for the Downtown Specific
Plan, that the City does not have the staff or time to complete a project of this size. Staff
did a good job on the facades and that has helped with the looks of downtown. He
recommended that the RFQ's be reviewed, that it is important to move forward with a
specific plan.
Mayor Vargas volunteered to serve on the Consultant Selection Committee.

CITY COUNCIL STUDY SESSION AUGUST 2, 1995
Director of Community Development Carbajal stated that the City Logo's had been
narrowed down to two selections. He displayed the two designs, the various colors, the
concept of a banner, the designs on stationary, and on vehicles. He wanted Council to
see the display and that he would bring the item back to a Study Session for their
selection.
Councilmember Lozano stated that he did not like any of the logos, and felt that the City
should stay with logos that are familiar with the community, such as the bell tower, the
arch at Metrolink, or the Community Center. He observed that one of the designs for a
logo looked like an advertisement for a mexican food restaurant.
Councilmember Lowes stated that people she had asked at the El Monte Historical
Museum knew that the logo of Baldwin Park is the wagon wheel or hub. She felt that the
wheel was recognizable in the Community, and the City needs to hold on to some of their
past. She agreed with Councilmember Lozano that the one design for a logo looked like
a mexican food restaurant.
Councilmember Muse commented that the wagon wheel logo needed to be modernized.
Director of Community Development Carbajal explained that the wagon wheel would be
the official logo, and that some cities use both logos on their stationary.
Mayor Vargas recommended that both logos be placed in the NOW and let the people
select the logo for the City, since agreement can not be reached among Council.
Councilmember Lowes requested that the wagon wheel be placed in the NOW with the
two selected logos, that the people have a right to have a choice of the existing logo and
the two suggested logos.
A consensus could not be reached on the color or design.

The Study Session adjourned at 7:00 p.m. to the regular meeting of the City Council.
Discussion of the Logo would continue under Council/Staff Requests at the Regular
meeting.
