HomeMy WebLinkAbout1995 08 02 CC MIN1995 08 02 CC MINòw @˜{DCC MIN AUG 2 1995[Þ›[HX8 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CITY HALL, 14403 EAST PACIFIC AVENUE, SATURDAY, AUGUST 2,1995 The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO, MARTINEZ, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Chief of Police Lanza, Dir. of Administrative Services Yeats, Dir. of Community Development Carbajal, Dir. of Human Services Nunez, Acting Dir. of Public Works Idnani, City Treasurer Montenegro, and Deputy City Clerk Branek 00- The absence of City Clerk Gair was excused. 00- Chief of Police Lanza introduced Police Officers Timothy Frydendall and James De Ia To rre and told of their background and education. Deputy City Clerk Branek administered the Oath of Office to Officers Frydendall and De Ia Torre. ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. Oscar Abarca, 21865 Copley Dr., Diamond Bar, Director of Government Affairs for South Coast Air Quality Management District, told that Governing Board Member Nell Soto has developed an expanded outreach effort to better acquaint local elected officials with the District, and he distributed informational packets to Council. He told the function of the AQMD, and the number of regulated businesses within the District. The new Governing Board has moved the District into a more business friendly direction, and has developed an action plan. He stated that his office was available to assist the City with any air quality issues. Rudy Medina, 1000 Potrero Grande, Monterey Park, representative of Southern California Edison, stated that SCE had entered into a partnership with AQMD to better serve the businesses and customers with air quality issues. He stated that communication is important with the deregulation of the utility companies, and that his office is available to help the customers of Baldwin Park. Lee Lucas, 4442 Bresee, stated that the City has an agreement for service with Animal Control. He stated that Animal Control needs to respond to the customers calls, in some instances it would be humane to the animal, and might protect the caller from being attacked. He also stated that a caller has to call the 310 area code to report an injured animal. Mark Martin, 3509 Mangum, thanked Chief Lanza and Narcotics Detective Steele for their help with problems in his neighborhood. He expressed his concern for illegal boom boxes, and that the people that use them are usually connected with the use and sales of narcotics. He told of an incident in his neighborhood with a suspected drug dealer and the problems it has caused him and his family. He recommended 1) that the police dispatcher's request name, address and social security number from people reporting an incident to help prevent false reports; and 2) to charge a $30 fine for boom box offenders. He also commended Code Enforcement Officer Bishop for his help in the community. Mayor Vargas declared Oral Communications closed. 00- City Attorney Bower explained that after the posting of the agenda it became necessary to consider a Closed Session for City Council and the Redevelopment Agency that deals with existing litigation, one case, Greenberg, Glusker, et al. v City of Baldwin Park, pursuant to Government Code 54956.9(a), settlement conference. The Director of Public Works will return from vacation by the next meeting. Director of Community Development Carbajal requested Council continue the Summary Report for the Disposition and Development Agreement Triangle Center Redevelopment Project to the September 6th Council meeting. Chief Lanza requested Council approval of an ordinance which will allow the enforcement of daytime loitering by juveniles during school hours. The problem of truant youth, youth attending continuation school, and the suspended or expelled youth, leaves a significant amount of unstructured time for these students. The new ordinance addresses juveniles 12-17 years old, and will allow police officers to arrest the truants, and to cite juveniles into Juvenile Traffic Court for municipal code violations and selected state codes. Staff recommended approval. In response to Mayor pro tem Martinez, Chief Lanza explained that the process would bring the juvenile and the parent into court, and sentencing could consist of a fine and/or community service, or imprisonment. The parent may also be sentenced to classes on parenting. The juvenile that has parental consent, or a pass from the school will not have any trouble with the police. It was moved and seconded to introduce Ordinance No.1106, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADDING SECTION 130.025 TO THE BALDWIN PARK MUNICIPAL CODE TO PROHIBIT DAYTIME LOITERING BY MINORS DURING SCHOOL HOURS,Z for first reading and that the Ordinance be read in title only and all further readings be waived. There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS In response to Councilmember Lozano, Chief Lanza stated that the City has looked at the yellow ceiling tiles in the police dispatch office and they are not hazardous to the workers. The ceiling tiles can be painted or replaced, and the Public Works Department will look at that situation, as well as, repairing the carpet. Councilmember Lowes stated that Animal Control has a local number rather than call the 310 area code. She requested a status report pertaining to the schedule of the Community Service Officers. She also requested Council to agree to place the two logos and the wagon wheel in the NOW to allow the citizens to vote on the logo of their choice. She felt that the public should have a choice between keeping the old logo or selecting a new one. If the wagon wheel can not be included in the selection, do not put any of them in the NOW. He recommended to place the two selections in the NOW for input from the community. Councilmember Muse offered an alternative solution and stated that Councilmember Lowes and Lozano are not opposed to changing the logo, but not sold on the two selected. So, instead of having the public pick between the three, ask for more renderings. Councilmember Lozano stated that the majority of the Council did not like his pictures, of the bell tower, the arch at Metrolink, and the Community Center. He thought the public needs something that's familiar in the City as a logo. Mayor pro tem Martinez stated that he understood keeping contact with the past, but it has been discussed by Council and Staff to create a new logo to help market the City. He stated that everyone would have different views, so he did not see a reason to get more renderings. He requested that City Staff be included in voting on the logos. Mayor Vargas called for an informal vote" for those wanting to place just the two logos in the NOW. Those voting in favor of two logos were: Martinez, Muse, Lozano, and Vargas. Voting against was Lowes. Director of Administrative Services Yeats suggested placing the logos on display in the second floor lobby of City Hall. Mayor Vargas requested the logos be present at the next Council meeting and the logos also be on display in the Community Center. Mayor Vargas complimented the staff on the Community Picnic. Councilmember Muse stated that the Human Services brochure will be a valuable asset to the City, and wanted to know if they could be distributed to the schools. The regular meeting of the City Council recessed at 8:05 p.m. The regular meeting of the City Council reconvened at 8:14 p.m. Roll call remained the same. V City of Baldwin Park, pursuant to Government Code 54956.9(a), settlement conference. Staff was directed 1) to continue with the negotiations for the property at 4137 Maine Street; and 2) to continue with a settlement agreement with Greenberg, Glusker, et al. 00- The regular meeting of the City Council adjourned at 9:30 p.m. There were no objections.
