The City Council of the City of Baldwin Park
met in a study session in Room 307 at
6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MARTINEZ, MUSE, AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir. of Administrative Services Yeats,
Chief of Police Lanza,
Dir. of Human Services Nunez,
Dir. of Public Works Mousavi, and
City Clerk Gair

ORAL COMMUNICATION
Mayor Vargas declared Oral Communication open and invited those wishing to speak
on any subject to come forward. There were none.
Mayor Vargas declared Oral Communications closed.

The regular meeting adjourned to a Closed Session at 6:00 p.m. to consider
Conference With Legal Counsel Pending Litigation, US v. Montrose, Case No. CV 90-
031222, pursuant to Government Code 54956.9.
The Study Session reconvened at 6:15 p.m. Roll call remained the same.
STUDY SESSION SUBJECTS
Director of Public Works Mousavi presented eight 8) alternatives for the Olive Street
Storm Drain Project. He described the design of each alternative and the cost of each
alternative. He stated that alternative E-3 seemed to be the best alternative and phasing
it makes it affordable.
Councilmember Martinez asked that this not be a phased project.

1995 10 04 CC MIN SS @˜ „ MIN SS OCT 4 1995[Þ›[H(<8Director of Public Works Mousavi explained the phasing plan for the project as a long
range plan.
Council discussed the plan and the phasing of the project as a two or three year project.
Mayor Vargas expressed concern that the north side of the City has put up with the
flooding too long and the phasing will prolong this.
Director of Public Works Mousavi stated that Irwindale is studying this to see if they can
budget monies for this.
Council expressed concern about Irwindale, that they will not participate in this project
and their desire to find the funds to do this more quickly or in larger phases. They
wanted to try to complete phase 1 & 2 this fiscal year.
They also discussed the drain on General Fund dollars with the Triangle project and the
need to prepare for Irwindale not participating. Council felt the City needs to know
exactly what Irwindale's commitment is and get it in a contract.
Use of Gas Tax monies for this project and use of General fund monies was discussed.
It was suggested that a meeting be held with two Irwindale Councilmembers and two of
our Councilmembers, Mayor Vargas and Mayor pro tem Martinez along with Director of
Administrative Services Yeats.
