The City Council of the City of Baldwin Park
met in a Study Session in Room 307 at
6:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MUSE, AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Chief of Police Lanza,
Dir. of Administrative Services Yeats,
Director of Human Services Nunez,
Dir. of Public Works Mousavi, and
City Clerk Gair
The absence of Mayor pro tern Martinez was excused.

ORAL COMMUNICATION
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward. There were none.

REPORT
Director of Administrative Services Yeats stated that staff received direction to bring a
report back for discussion pertaining to AB 1693, the disestablishment of Assessment
Fee for the Chamber of Commerce. He explained the ordinance and requirements of AB
1693, and that it had been in effect since 1982. The 1989 Act requires an annual public
hearing. He further explained the percentages that are charged. The disestablishment
of AB 1693 would require a public hearing, and he gave an explanation of that process.
Staff has met with the Chamber and discussed the disestablishment of AB 1693, and the
plan is 1)1997 reduce to 50%; 2) 1998 reduce to 25%; 3) 1999 reduce 25%; and
4) 2000 reduce to 0%.

Director of Administrative Services stated that he would like to meet with the new
Executive Director. As the City improves its marketing ability the AB 1693 would be a
deterrent to business.
Mayor Vargas agreed with bringing the fee to zero and not do away with it in case of a
major disaster. He requested that Director Yeats meet with the Executive Director of the
Chamber.
In response to Councilmember Muse, Director Yeats stated that the Chamber received
almost $100,000 last year.
Councilmember Muse felt that the businesses really didn't understand the AB 1693
system. She felt that this fee also stood in the way of Chamber membership.
Mayor Vargas stated that some businesses felt that the fees have been used incorrectly.
He also stated that the City and Chamber could work together on projects for the
community.
Director Yeats stated that this will be considered in the budget process. The City will
leave AB 1693 as is for 1996 and begin in 1997. Council agreed by unanimous consent.
Director of Administrative Services Yeats presented the Economic Development
Symbol. He explained the uses of the symbol on stationery, cards, and etc. He also
displayed the media ads that will be published. He described the special 40 year insert
for the NOW" and the advertising brochure. The E-Team and Councilmember Muse
recommended using the symbol on everything.
The majority of the Council directed staff to move forward with the plan of the Image
Campaign.
Director of Human Services Nunez explained the transportation system as it presently
operates within the City. He explained the 1) increase in ridership; 2) the survey of nine
neighboring cities; and 3) the variety of ideas given by the Council. He recommended
that a consultant be hired to identify the needs of the community. The consultant would
assist in all phases of the implementation of the program.
Councilmember Muse stated that the City has a complex problem, and that other cities
have been creative. She would like to see all services linked up.
Mayor Vargas wants the City to step back from the Dial-A-Ride Program. This needs to
be a transportation survey not Dial-A-Ride. We don't have a transportation solution and
we need a plan. What do we want to achieve?

Administrative Assistant Rozanne Adanto stated that after she met with MTA it is a
transportation problem. She further found that our system is not user friendly and that
needs to be a goal.
Mayor Vargas expressed his desire to have the City have options and not be constrained
by what others are doing.
Consultant Jim Andrews stated that there is more happening here in California than
anywhere else. He described some new cutting edge" technologies.
Councilmember Muse described the problems that confront so many riders.
Assistant Adanto described the new program that Alhambra has implemented.
Mr. Andrews stated many programs can be funded through AB 2766. Also, you need a
good phase-in plan.
Assistant Adanto stated there would be an evaluation of current providers through the
consultant.
Mayor Vargas suggested going for an RFQ to get the best input and have a clear
understanding. There is a need to devote a whole study session on this, and there needs
to be a scope of work for the plan.
Assistant Adanto responded that this can be done after getting with the consultant.
Mayor pro tern Martinez arrived at 6:55 p.m.
Councilmember Muse felt the consultant should be a part of the study session and
brainstorming.
Councilmember Lowes agreed that the Council should get together and set goals.
Mayor Vargas suggested developing goals with Mr. Andrews as a free service prior to
entering into a contract.
Mayor pro tem Martinez felt it was imperative to bring someone on board to finish this
process. Two years have been spent on this and Council still doesn't know the facts.
The City needs to take advantage now, stop dragging out the process and get it done.
Council has been very frustrated not meeting the needs of the community.
Council requested 1) a Transportation Study Session on December 6; 2) put together
a contract for scope of work; and 3) have contract on December 6th Council meeting.
