There were none. He outlined all phases of the program that need to be considered. He introduced James Andrew, Consultant, to explain a proposed program. Mayor Vargas suggested that the Transportation Committee have consistent meetings and receive feedback, so that the scope of work comes out of that, and the consultant work through an Advisory Committee. Council ember Lowes requested that council items for the same evening not be included on the Study Session and be voted on at the Council Meeting that follows. She wanted a period of time between the brainstorming session and the actual meeting. Mr. Andrew stated the scope of work is not nailed in stone," there will be adding done to the scope. He was comfortable with the fire areas Mr. Nunez had explained. Mayor Vargas wants to see: 1) ridership improved; and 2) communication improved. Mr. Andrew stated that included in the scope would be 1) a survey of current riders; and 2) add on transportation questions. Councilmember Lowes would like to see 1) what will be purchased; and 2) examine a voucher system. She felt per rides cost was too high at $13.00 each. Mayor Vargas asked what the lowest cost is in a city? Mr. Andrew explained that the use of taxis becomes so popular at a low cost that the ridership would sky rocket. Certain restrictions set on taxis also effect the cost. Mayor Vargas would like to see listings of all available transportation alternatives to Baldwin Park Residents. Councilmember Lowes would like to concentrate on what's really needed and not have a lot of government interference to the general public. Mayor Vargas outlined the ways to l.D. certain groups that might qualify. The City needs to make sure it is easy to notify people through marketing. Councilmember Muse asked if current service areas are being evaluated to see if that is really where the people want to go and need to go? Council discussed some other subsidized programs, how effective our subsidized programs are, and utilizing existing transportion programs. The MTA and Foothill system was also considered as to their effectiveness in the community. Mayor Vargas asked about working on a reduced fare with Foothill to get people interested in riding public transportation. Councilmember Lowes stated that Foothill will fight if it includes extra stops. Mayor Vargas stated he meant shorter rides not extra stops. Councilmember Lozano asked if the City had looked at subsidizing Metrolink rides? Mr. Nunez stated that gas tax funds would not allow this. Council felt that 1) the route system in the City needs to be examined; 2) the frequency of the buses running needs looking at; and 3) fixed routes are needed from Metrolink out. Mr. Andrew asked that the whole program be looked at, not just part. He also requested goals and objectives from staff early on. Perhaps a broader outreach is needed. Mayor Vargas wants the consultant to count on the Committee and staff to participate in this, and an easy fixed route system. Council discussed the survey and how well representative it will be. A summary of what is said today will set the goals and objectives. Director of Administrative Services Yeats stated a need to decide on calling an election for March, 1996, relative to Prop 62. Discussion was held regarding the need of holding a special election to determine the future of the Utility Tax. Council requested this item on the next Study Session. 00- The regular Study Session of the City Council was adjourned at 7:05 p.m. There were no objections.
