The City Council of the City of Baldwin Park met in regular session in the Council Chambers ROLL CALL: PRESENT: COUNCILMEMBERS LOWES, LOZANO, MARTINEZ, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Acting Chief of Police Kies, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, Deputy City Clerk Parks, and Acting City Clerk Branek The absences of City Clerk Gair and City Treasurer Montenegro were excused. Mayor Vargas Introduced Hennie Apodaca and Dean Johnson and told of their accomplishments. He presented a CertIficate of Achievement for Excellence in Financial Reporting to Senior Accountant Johnson and Accountant Apodaca. Mayor Vargas introduced the 7th & 8th grade St. John's Catholic School Football Team and told that they are the Catholic Youth Organization CYO) Football Champions. He also acknowledged the team parents in the audience. He explained that a City Plaque would be presented to the team at a St. John's Assembly. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak to come forward. Roy Test, 15115 Kenoak, thanked Mayor Vargas for visiting the Senior Citizen Center. He stated that he felt that Mayor Vargas did not receive a lot of support pertaining to changing the name of Morgan Park to Caesar Chavez Park. There being no other speakers, Mayor Vargas declared Oral Communications closed. 00- CONSENT CALENDAR The Consent Calendar consisted of the following items: 1. Waive Further Reading and Adopt ORDINANCE NO.1109 AMENDING CHAPTER 111 RELATING TO Second Reading) BUSINESS LICENSE TAX 5. Receive and File Treasurer's Report November 30,1995 6. Approve Annual Financial Report Comprehensive Annual Financial Report CAFR) 7. Approve Award of Contract Consultant Services Update Housing Element and Needs Assessment Cotton/Beland & Associates 8. Approve Contract Amendment Landscape Contractor Unforseen and Extra Items Pro-Turf 9. Approve Waiving Formal Bidding Process Purchase of Utility Truck and Van Reynold's Buick GMC 10. Council agreed by unanimous consent. Councilmember Lowes stated that the Employee Recognition Dinner and the D.J. were terrific. Councilmember Lozano requested a report pertaining to an unsuspecting person purchasing a home that has no garage and later the City requiring the garage needing to be deconverted.
