HomeMy WebLinkAbout1996 01 03 CC MIN SS1996 01 03 CC MIN SS@˜} MIN SS JAN 3 1996[Þ›[H(#8 BALDWIN PARK CITY COUNCIL STUDY SESSION CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, JANUARY 3,1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO, MUSE, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair The absences of Mayor Vargas and Mayor pro tern Martinez were excused. 00- Councilmember Lozano called the Meeting to Order. Mike Steffan, Waste Management, spoke regarding automated service goals. He asked Council for direction. He told of 1) the need for an extension; 2) concerns; and 3) how to build the automated program. Mayor Vargas was present at 6:15 p.m. Mr. Steffan gave a handout presenting the Heil Autocan. He explained that this allows for expanded and better service. The automatic work bucket still allows for extra pickup but most families can be served by the 96 gallon can. The Autocan is better looking and easier to use for the customer. Unlimited service is continued and AB 939 can be complied with. The proposed rates are based on 7,10, and 12 years with 4 1/2 remaining on the current contract. Waste Management would like to see the contract extended. Councilmember Muse asked about the difference in the equipment presented and what is in other cities? What is the safety of the equipment? In response to Councilmember Lozano, Mr. Steffan stated that this truck was demonstrated at the open house. Mr. Steffan also stated that the next step is multiple commodities in trucks, single pass is viable now. In response to Councilmember Muse, Acting Economic Development Services Manager Roessler commented on green waste being ignored and the City can get 10% diversion. He explained that stated rates were sent to the City that were broadened out. Mr. Roessler stated looking at the bottom line of what residents are willing to pay over the time. He also asked about green waste. Councilmember Lowes stated that she would be opposed to automation. She feels that it would be less service for 38 less. Mr. Steffan stated extra waste would be picked up. The current rate of $11.14 will be able to service. Mr. Roessler commented that hopefully the 96 gallon containers will encourage residents to divert trash into recycling. In response to Councilmember Lowes, Mr. Steffan stated that large items will get collected. The driver is going to handle what he has handled in the past, and extra service will be available. Mayor pro tern Martinez arrive. at 6:30 p.rn. Councilmember Lowes stated that she is encouraging people to recycle. In her area people recycle and buckets need replacing. Councilmember Muse stated that recycling is an option now and a lot don't recycle in her area and containers are stolen and broken down.. Mayor Vargas felt that the concerns of Councilmember Lowes are being addressed. Mr. Steffan stated that El Monte has a lower participation rate and they are being re- educated. He explained how they will be educating the public. Mayor Vargas asked what happens with vandals? The City needs to address outside concerns. One proposal is: 1) go to automated at less cost; and 2) still allow bulky items to be put out. Mayor pro tern Martinez commented on scavengers. Mr. Steffan responded that scavenging goes in cycles and that deteriorating crates are replaceable. Mayor Vargas asked that there be an article in the NOW telling about the containers being replaced. What is the next step? Mayor Vargas asked what kind of opposition is there to automating this? Only Councilmember Lowes was opposed. He also asked what will Waste Management underwrite to do a marketing education of the public? Mr. Steffan explained the system they will use in El Monte. He stated that it takes 90 days to get the equipment in place. There would be 3 trucks picking up if green waste were incorporated. Councilmember Muse stated that she would like to see a one pass proposal. Councilmember Lowes asked if the City working to extend the contract? Mayor Vargas commented on the past evergreen" contract. He asked to see what the pricing is if the contract is extended. Director of Public Works Mousavi asked in terms of timing, is it possible to change the pick up days to coordinate with street sweeping? Mayor pro tem Martinez commented on the contract extension. Automation is a big investment for Waste Management and he would have no problem with the contract extension. He stated the way to do it, would be to do it and then look at it. Mayor Vargas commented on the pricing being important in the City and the need for bulky item pickup. The benefit would be people recycling and the aesthetic value. Mayor pro tem Martinez stated that South Gate did a special promotion for good" participants who won special awards. 00- It was moved and seconded to adjourn the Study Session at 7:00 p.m. M/S/C: LOWES/LOZANO.
