The City Council of the City of Baldwin Park
met in a Study Session in Room 307 at
6:00 pm.
ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MUSE, AND MAYOR VARGAS

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and invited those wishing to speak
on any subject to come forward. There were none.

STUDY SESSION SUBJECTS
Chief of Police Lanza stated that the Police Department staff has explored options for
police officers to move into Baldwin Park and purchase homes. He further stated
that tonight staff members would present options to meet that goal.
Adininistrative Assistant Dave Martinson gave a slide presentation showing 1)
Housing Assistance Funding options; 2) Deed Restrictions; and 3) Program Options.
Council asked if this had been presented to the police, how the Elgin, Illinois project
had been done, and what the benefit to the community would be if officers lived in the

City? Council discussed their concerns about the community not being big enough and
that the police officers visibility would be too high.
Mayor pro tern Martinez was present at 6:25 p.m.
Mayor Vargas wanted to speak with some of the officers to see what their feelings are
about living in the community. Councilmember Muse wondered if other employees could
benefit from this type of program to purchase a home in the City. Council discussed the
options for giving a grant and doing a survey to see how much interest there is in the
program.
Council agreed that a program needs to be developed before offering this to police.
City Attorney Bower explained the requirements needed for residency funding and the
involvement of HUD issuing a waiver.
Management Assistant Tad Mimura explained the service area that would have to be
developed and the financing that is involved with CDBG funds.
Council would like to see 1) all employees take a stake in the community by developing
a program that has appeal to many; and 2) how many officers would even qualify with
all things considered. It was suggested that a special incentive program be developed.
Councilmember Lowes asked if we don't already have these programs existing? The
response was that the police already make too much to qualify for these programs. It
was felt that the income levels are really low and the Feds need to be talked to.
Council agreed to move ahead and put together a pamphlet to offer programs for housing
assistance.
Director of Recreation/Community Services Nunez explained the analysis of fees from
nine cities to compare charges for fees secured for the rental of Public Facilities. The
entire cost of the facilities could not be replaced, but a larger sum can be
recouped. Consideration was given in the analysis that the facility offered by Baldwin
Park is better.
A comparison was made of the old fees and the recommended new fees. Also,
discussed was alcohol consumption at specific sites. Director Nunez discussed item by
item the recommended fees.
Council asked if liability insurance for these uses was included and what the insurance
fees might be? The Council felt that the new fees were better because the old fee
schedule was too general. The setup at Sierra Vista ball field was also discussed and

the services this includes.
Director Nunez stated this is being presented because the Community Center has never
been rented out for private parties. A Public Hearing will be set before the City Council
and a fee resolution will be adopted.
Councilmember Lowes asked about alcohol in the park and she felt people do not like the
use of alcohol. Director Nunez responded that alcohol would be restricted to certain
parks. Councilmember Lowes stated that she would not like to see alcohol served in park
areas.
Mayor Vargas asked that this be brought back and the alcohol issue be researched
further.
Director Nunez said picnic area fees were based on a survey. Council felt a $20 flat fee
was reasonable. Walnut Creek fees included far more services which Director Nunez
outlined.
Council would like to see a marketing strategy developed and included in the next staff
report.
