HomeMy WebLinkAbout1996 02 21 CC MIN SS1996 02 21 CC MIN SS@˜}MIN SS FEB 21 1996à›[H(8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, FEBRUARY 21, 1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO, MARTINEZ, MUSE, AND MAYOR VARGAS ALSO PRESENT: Acting City Attorney Munoz, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec(Community Services Nunez, and City Clerk Gair 00 ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. There were none. Mayor Vargas declared Oral Communications closed. 00- STUDY SESSION SUBJECTS Director of Administrative Services Yeats introduced Geographic Information System GIS) Coordinator Jim Keller. GIS Coordinator Keller demonstrated what the GIS data can do. He distributed a handout that explained all phases of the program. The time line is about six months of personnel training. Everything else depends on gathering data. The Geographic Information System GIS) will be totally operational in a year. Director Yeats explained the mismatch in data with the fire department. We will send our data to the county station. He asked Council for input to get a sense or direction as to what Council would like to see the transit system go. 1. Who should it serve? 2. Who should the system not serve? Suggest ions: 1. Phone survey to get idea of need. 2. Demographics 45 years of age and under. 3. People who rely on public transportation. 4. Continue to serve special needs' people. 5. People on fixed route system. 6. Maximize use of other systems. 7. Key destination people Library, Post Office, City Hall, etc..) 8. Taxi vouchers and handicapped services. 9. Demand service. 10. The City use taxis instead of huge buses. 11. Serve as may as possible. Who not to serve? 1. Duplicate service persons. 2.
