HomeMy WebLinkAbout1996 03 20 CC MIN SS1996 03 20 CC MIN SS@˜}-MIN SS MAR 20 1996à›[H6W8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, MARCH 20,1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO, MUSE, AND MAYOR PRO TEM MARTINEZ ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, Deputy City Clerk Branek, and City Clerk Gair 00- ORAL COMMUNICATION Mayor pro tern Martinez declared Oral Communications open and invited those wishing to speak to come forward. There were none. There being no speakers, Mayor pro tern Martinez declared Oral Communications closed. 00- City Clerk Gair introduced Code Enforcement Supervisor Dozmati, Code Enforcement Officers Bishop, Mendez and Wandick, and support staff Deputy City Clerk Parks and Branek. She told of their background, accomplishments and education. City Clerk Gair stated that a book was on display for Council to review of some of the properties that were in violation of the Municipal Code and now in compliance. She also distributed a list of the goals and objectives for Code Enforcement. She explained the process of taking a complaint and the steps taken to reach compliance. She also told of an increase in the number of fighting cocks that Code Enforcement has encountered. He felt that most of the people in the City are good people and they are in violation of the law because they don't know the law. Mayor Vargas stated that he wanted a safe and clean community; the employees to treat the citizens with courtesy and dignity; that flagrant violations should be a priority; that the public needs to be educated; that Code Enforcement should report all graffiti to the GRAB Team; and that the vendors need to be stopped, treated with respect and their product taken. Councilmember Lozano requested that a Code Enforcement booth with literature to help educate the public be set up at the July picnic. He stated that he is interested in a new image for the City and that Code Enforcement could help obtain that goal. Mayor pro tern Martinez stated that Code Enforcement was doing a good job, that it's very positive, the interaction with the Police Department. He inquired about the communication equipment the Code Enforcement Officers use. He stated that a booth at the Cinco de Mayo Celebration would be better attended than at the July picnic. Supervisor Dozmati commented on the Friday and Saturday Week-end Sweep, the fines that one vendor paid to get his carts back, and that one neighbor will report another neighbor for the same violations. He told of a tow company that with the joint efforts of the Police Department, had a business license denied, and a felon and an illegal gun was secured. The tow company was illegally picking up cars, liening them and then selling them. Councilmember Muse stated that she has received only positive feedback from the public. She would like concentration on the major thoroughfares, people that commit flagrant violations as a priority, and houses that are boarded up to keep the graffiti, weeds and trash to a minimum. Councilmember Lowes stated that the Citizens are good people, that they do not mean to be in violation of the Municipal Code. She would like to see the public educated on the vendors and she only wants a positive attitude toward the public. Mayor Vargas thanked the Code Enforcement Officers and the support staff for attending the meeting and complimented them on a good job.
