The City Council of the City of Baldwin Park met
in regular session in the Council Chambers at
7:00 p.m.
PRESENT: LOWES, LOZANO, MARTINEZ,

Acting Economic Development Services Manager told of the number of gallons of used
oil that had been turned in at the various collection centers and presented Plaques and
Certificates to the Used Oil Collection Centers to the following:

Mayor Vargas introduced the Sierra Vista High School Varsity Soccer Team

Mayor Vargas and Council presented Special Plaques to Jose Negrete, Varsity Coach
and Carlos Ochoa MVP All C.l.F. SGV Tribune Player of the Year.
Marina Montenegro, 4519 Park, read a letter of tribute in honor of the 20th Year
Anniversary of City Treasurer Montenegro and told of her accomplishments. Mayor
Vargas presented City Treasurer Montenegro with a City Plaque for 20 Years of Service
to the City of Baldwin Park.

ORAL COMMUNICATION
Mayor Vargas declared Oral Communication open and invited those wishing to
speak on any subject to come forward.
Mary Weiss, 4917 Azusa Canyon Rd., stated that she had not received relocation
funds, and that her present rental had been burglarized.
There being no other speakers, Mayor Vargas declared Oral Communications
closed.

It was moved and seconded to approve the Consent Calendar. M/S/C: LOWES/MUSE.
Mayor pro tem Martinez abstained on Item No.3 due to a possible conflict of interest.

PUBLIC HEARING
Mayor Vargas introduced the Public Hearing pertaining to Amending Municipal
Code Sub-chapter 130.30, Noise Control, to include standards for acceptable
noise levels and measurement and enforcement procedures related to violations
of noise standards.
Director of Public Works Mousavi stated that the amendments to the Code would
assure the City's General Plan Noise Element policies are codified. The amendments
would allow the city to enforce maximum noise standards, the decibels were outlined
in the staff report. The amendments establish a procedure for the measurement of
noise and the enforcement of noise violations. Staff recommended approval.
Mayor Vargas declared the Public Hearing open and invited those wishing to speak
pertaining to the noise ordinance to come forward. There were none.
Mayor Vargas declared the Public Hearing closed.
It was moved and seconded to introduce Ordinance No.1114, AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING SECTION

REPORTS OF OFFICERS. COMMISSIONS AND COMMITTEES
Mayor pro tern Martinez nominated Councilmember Muse to serve as Mayor pro tern.
It was moved and seconded to appoint Councilmember Ten Muse to serve as
Mayor pro tern. M/S/C: MARTINEZ/LOWES. There were no objections.
Mayor Vargas requested staff to change Mayor pro tern Muse to the required positions
on the liaison committees.
It was moved and seconded to approve Resolution No. 96-22, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING RESOLUTION
NO.95-3 DESIGNATING THE CITY'S REPRESENTATIVES AND ALTERNATES TO
CERTAIN MUNICIPAL COMMITTEES AND ORGANIZATIONS." M/S/C: MARTINEZ(
LOWES. There were no objections.
Director of Recreation/Community Services Nunez requested an appropriation of
$15,500 for the purchase of a new public address system. Staff requested bids for
audio equipment with specific specifications that outlined how the system would be
used. JD Audio Visual was the vendor selected, they will provide training, and
support for the system. Staff recommended approval.
In response to Council, Director Nunez stated that the old system would be used as a
backup system and it is in the shop to be repaired. A canopy would be covering the
new unit when used out of doors. The new unit will be in a cabinet, with four
speakers, the unit will be on wheels, and be able to be transported.
It was moved and seconded to approve appropriation of funds from the General
Fund and authorize staff to purchase a complete public address system from JD
Audio Visual in Pasadena, and to have it ready for use on Cinco de Mayo. MIS/C:

Park. The Fire Department has expressed interest in using the horseshoe pit when
completed.
She also invited those in the audience that enjoyed pitching to use the pit.
Councilmember Lozano requested a letter of support be forwarded in response to Senator
Solis pertaining to 5B1628 relating to Adult Businesses.
Mayor Vargas requested staff place on the May 15th Agenda the minimum pay initiative
that is to be on the November ballot.

The regular meeting of the City Council reconvened at 8:11 p.m. Roll call remained
the same.

CLOSED SESSION
Mayor Vargas requested the PUBLIC EMPLOYEE PERFORMANCE EVALUATIONS,
Title: Executive Team Evaluation, Pursuant to Government Code 54957, be
postponed and a Closed Session be set for Council only regarding the evaluations.
Council agreed by unanimous consent.
The City Council adjourned to a Closed Session to consider CONFERENCE WITH
LEGAL COUNSEL, SIGNIFICANT EXPOSURE, One Case, Pursuant to Government
Code 54956.9(b).
