HomeMy WebLinkAbout1996 05 01 CC MIN SS1996 05 01 CC MIN SS@˜}7MIN SS MAY 1 1996[Þ›[H6N8 BALDWIN PARK CITY COUNCIL STUDY SESSION, CITY HALL, 14403 EAST PACIFIC AVENUE, WEDNESDAY, MAY 1, 1996 The City Council of the City of Baldwin Park met in a Study Session in Room 307 at 6:00 p.m. ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO, AND MAYOR VARGAS ALSO PRESENT: City Attorney Bower, Dir. of Administrative Services Yeats, Chief of Police Lanza, Dir. of Public Works Mousavi, Dir. of Rec/Community Services Nunez, and City Clerk Gair The absence of Mayor pro tem Muse was excused. 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and invited those wishing to speak on any subject to come forward. There were none. Mayor Vargas declared Oral Communications closed. 00- TOPICS OF DISCUSSION Management Assistant Rozanne Adanto presented a report pertaining to the Park Master Plan. The report was divided into four parts: 1. Introduction of Community Profile 2. City Park & Recreation Facilities 3. Community Participation 4. He also explained some special funding for developing the Little League Fields. Prop A discretionary monies may also be a source to use. The School District is agreeable to some of the open space at school sites being used that could be improved. Mayor Vargas inquired about the extended time for applying for grants. He requested that Supervisor Molina be informed of the City's interest in park projects and grants. COG is very much on top of this. Councilmember Martinez felt that representatives should be sent to the Public Hearings of the County Board of Supervisors. Mayor Vargas stated the options before us and suggested that joint use agreements be worked out with the district. He suggested moving quickly to begin discussions with the district. Director of Administrative Services Yeats explained the proposed reduction in fees pertaining to AB 1693. If we totally reduce to zero, Prop 62 will interfere with ever bringing back the fees. The reduction initially was to go three years, but now the reduction will be 50% to begin and further reductions will be made according to the impact and guidelines of Prop 62. Director Yeats stated that the E-Team met and are close to balancing the budget and a Study Session regarding the budget is needed. Council agreed to set Thursday, May 23rd from 8:30 a.m. to 11:00 am. for the Study Session pertaining to the budget. Councilmember Lowes stated that from now on her attendance at the Wednesday Study Session will depend upon what is on the agenda. If the subject matter is what can be read, she will not be here. 00- The regular Study Session meeting of the City Council adjourned at 6:40 p.m. There were no objections. LINDA L.
