The City Council of the City of Baldwin Park
met in a Study Session in Room 307 at
6:00 p.m.
ROLL CALL PRESENT: COUNCILMEMBERS LOWES, LOZANO,
MARTINEZ AND MAYOR PRO TEM MUSE
ALSO PRESENT: Acting City Anomey Munoz,
Dir. of Administrative Services Yeats,
Chief of Police Lanza,
Dir. of Public Works Mousavi,
Dir. of Rec(Community Services Nunez, and

ORAL COMMUNICATION
Mayor pro tem Muse declared Oral Communications open and invited those wishing
to speak on any subject to come forward. There were none.
Police Captain Dennis Kies, ABC Project Director, stated that there will be 33 graduating
seniors in the Valley to receive special sipper bottles," and June 8 will be the Bicycle
Rodeo.
Captain Gary Fullerton, Fire Department, expressed concern regarding traffic islands
on Maine because they are hazardous. Maine Avenue serves as a main artery to the
City for emergency equipment. The Fire Department would like to see the traffic islands
removed.
Bill Van Cleave, stated that the City need not waste their money on Maine. The City
can't control cars turning and pedestrians crossing so don't synchronize lights. He
recommended a two lane road each way, remove the islands and widen the traffic lanes.
There being no other speakers, Mayor pro tem Muse declared Oral Communication
closed.

1996 06 05 CC MIN SS @˜ } * MIN SS JUN 5 1996[Þ›[H6I8Director of Public Works Mousavi presented the redesign of Maine Avenue. He outlined
proposed road widening, removal of the trees, changes of crosswalks, adjustment to the
medians and synchronized traffic lights. He explained the presence of the Maine Avenue
Committee attending the Study Session.
Responses to Council inquiries were: 1) The Redesign of Maine Avenue is not entirely
covered in the budget; 2) The funding for the project could not come out of CDBG
Funds; 3) Emergency equipment can work around cars if they are in the turning lanes;
and 4) 40% of the Fire Department calls are down Maine Avenue, and the concerns
of Casa Fernandez where the traffic bottle-necks.
Mayor Vargas arrived at 6:25 p.m.
Council and Committee recommendations were: 1) Budgeted in order to remove the
medians and widen the road for safety reasons and leave the trees on the side; 2) See
a four lane highway from Ramona to Arrow Highway; 3) Four lanes of traffic would
increase business and sales tax; 4) Senior citizens are in favor of having Maine Avenue
back the way it use to be; 5) Need input from the Fire Department and Police
Department; 6) Outline the costs of specific changes and need to know the feelings of
the community because some enjoy this and are concerned about ripping this all out and
also the safety issues; and 7) Want to know the time frame.
Council discussed the committee recommendation and Mayor Vargas directed staff to
look at the budget and to come back in July.

The regular meeting of the Study Session was adjourned at 6:55 p.m. There were
no objections.
